Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000); and (5) 13.5 Test Program For Certain Commercial Items. The Solicitation Number is 1435-04-03-RP-70009. The solicitation is issued as a Request For Proposal (RFP). The U.S. Department of Interior's GovWorks, as an agent on behalf of the U.S. Department of State, International Information Programs (IIP) bureau, is soliciting proposals for a contractor to distribute a monthly Arabic language cultural magazine to Arab countries. The magazine will be sold on the newsstands in these countries: Lebanon, Syria, Jordan, Palestine, Israel, Kuwait, United Arab Emirates, Saudi Arabia, Bahrain, Qatar, Yemen, Egypt, Sudan, Tunisia, Morocco and Algeria. The contractor will pick up the magazines at a designated location in one of the following countries: Lebanon, UAE, Egypt, Saudi Arabia, Morocco or Tunisia and transport and distribute to newsstands in each of the sixteen designated countries. The magazines will be on pallets ready for pick-up by the distributor in accordance with instructions from IIP's Arabic Magazine Project Manager. The contract is for a base year and four (4) option years. The base year consists of four (4) prototype magazines currently scheduled to be distributed in April, May, June and July 2003. 50,000 copies of each of the four monthly issues of the magazine will be distributed in the base year. 50,000 copies of the magazine will be distributed each month (for a total of twelve months) during the option years. The circulation of the magazine may increase. GovWorks is soliciting a Firm Fixed Price type contract with a base year and four (4) option years. The cost of the base year shall not exceed $100,000.00. The Contractor will report directly to IIP's Arabic Magazine Project Manager at the Department of State in Washington, D.C. SCOPE OF WORK FOR BASE YEAR: The contractor shall (1) pick up the magazine from the printer each month by the date specified by the Arabic Magazine Project Manager; (2) transport the magazine to newsstands in each of the specified countries; (3) ensure delivery of the magazine to all major cities and their newsstand outlets so that sales can start on the first day of each month; (4) ensure compliance with all government, legal and customs requirements for delivery and distribution of each issue of the magazine to every country listed for distribution; (5) ensure that the magazine gets maximum blanket distribution in all key cities in every Arab country listed; (6) settle accounts with the Department of State on the basis of a schedule to be determined by the Arabic Magazine Project Manager, using a detailed monthly statement of the number of magazines sold, where, number of returns, revenue and expenses; (7) participate in a monthly conference call with the Arabic Magazine Project Manager to discuss how to improve magazine sales. SCOPE OF WORK OF OPTION YEARS: for each of the four option years the Contractor shall (i) provide the tasks and services described for the base year; and (ii) incorporate feedback from the IIP bureau. HOW TO RESPOND: offeror must submit a combined Capabilities Statement/Technical Proposal and a separate Firm Fixed Price proposal. The combined Capabilities Statement/Technical Proposal must not exceed twenty-five (25) pages. The separate Firm Fixed Price proposal must not exceed two (2) pages. CAPABILITIES STATEMENT: In order to compete for this contract interested parties must demonstrate that they are qualified to perform the work by providing a Capabilities Statement detailing: (1) knowledge of distribution methods and costs required for a project of this scope and complexity; (2) knowledge of all laws and regulations, and ability to secure all necessary legal permits and other required authorizations to distribute the magazine each month in each of the countries listed; (3) recent experience with the distribution and sale of publications in Arab countries; include the publication name, number of issues, and the countries of distribution; (4) resumes of executives and other key personnel who will be responsible for each task. TECHNICAL PROPOSAL: detail how you plan to approach the base year of the project and tasks. Provide a distribution plan describing how the pallets of magazines will be picked up from the printer, transported to distribution points, warehoused, and distributed to the newsstands in the major cities of each country; describe how you will approach and manage the project if each of the four option years are implemented. COST PROPOSAL: This will be a Firm Fixed Price type contract. The Cost Proposal must not exceed four (4) pages and must be a separate document from the Capabilities Statement/Technical Proposal. Separate the base year price from the optional four year tasks. Price each of the optional four years. Submit a separate cost for each printer location: Lebanon, UAE, Egypt, Saudi Arabia, Morocco or Tunisia. Also include a price for 10,000 copy increases in circulation for each of the optional years and each of the pick-up locations. EVALUATION OF PROPOSALS: the following factors are considered more important than price, and will be considered equal in importance: (1) recent experience with the distribution of similar publications to the countries listed in this solicitation; (2) feasibility of distribution plan; (3) knowledge of laws and regulations, and ability to secure all necessary legal permits and other required authorizations to distribute the magazine each month in each of the countries listed; (4) skill levels of executives and other key personnel. Between proposals that are evaluated as substantially equal in quality, the price to the Government will be a major factor in selection for an award. The Government may not conduct negotiations so submit your best offer. The Government reserves the right to request an Oral Presentation by the Offeror. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government.
