Description
The work includes all labor, supervision, tools, materials, equipment, and transportation necessary to collect and dispose of solid waste at the Naval Support Activity and Naval Air Station, Joint Reserve Base as required by the contract and described therein. Excluded from this function is the collection and disposal of (1) hazardous wastes; (2) solids or dissolved materials in domestic sewage; (3) other pollutants in water resources such as silt and dissolved or suspended solids; and (4) infectious/medical wastes. The type of contract to be awarded will be a combination firm fixed price/indefinite quantity type contract. The contract will be for a base period and contain option provisions for a total contract term not to exceed 60 months. The procurement will be issued as a competitive source selection procurement requiring both price and technical proposals. Award will be made to that proposer offering the best value to the Government, price and other factors considered. Technical evaluation criteria may include past performance, methods and procedures, resources, and utilization of small business concerns. In accordance with FAR 52.215-1 Instructions to Offerors - Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offerors' initial proposal should contain the offerors' best terms from a cost or price and technical standpoint. This procurement is being issued on an unrestricted basis. NAICS code 562111 with a size standard of $10,500,000.00 applies. This solicitation will be issued electronically at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site on or about 15 November 2002 for viewing or downloading. Prospective offerors should register at the website. This will be the only method of distribution of amendments, therefore, it is the offerors' responsibility to periodically check the website for amendments to the solicitation. The official planholder's list will also be maintained on the website. No telephonic or faxed requests will be accepted. The preproposal conference and site visit has been tentatively scheduled for 26 November 2002 at 9:00 AM in the office of the Resident Officer In Charge of Construction, building 2 at the Naval Support Activity, 2300 General Meyer Avenue, New Orleans, LA 70142.
