Description
This procurement is being advertised under the authority of FAR Part 13.501, Simplified Acquisition Test Program. QPL QUALIFICATION REQUIRED/ REQUIRED DELIVERY DATE OF DECEMBER 6TH/JULIAN 2340 2 ORDERS TOTALING 3,260 DRUMS DESTINATION OF: MCALESTER ARMY AMMO PLANT 8030-00-851-8380 UI: DR COMPOUND, ASPHALTIC, HOT MELT: DESCRIPTION In accordance with Military Specification MIL-C-3301C dated September 15, 1970 and Amendment 2 dated April 26, 1995, Compound, Asphaltic, Hot-Melt (Cavity Lining). QPL-3301-17 dated September 30, 1976 or subsequent letter of qualification required. Size: The product shall be furnished in 95 lb quantities in cylindrical, spirally or convulutely wound, fiber drums with removable and replaceable heads of the type normally used for this product provided that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality, or purity of the contents. The filled drums shall be closed in a manner that will insure that the contents will not spill or leak from the drums during shipment, handling, storage, and redistribution. The drums shall meet the applicable requirements of the National Motor Freight Classification, Uniform Freight Classification, and the Department of Transportation regulations. Shelf life code: 9 (5 years) Maximum age on delivery: 6 months EXCEPTION(S) TO TECHNICAL DOCUMENT 1. In paragraph 2.1 under Specifications, delete "SS-R-406". Change "MIL-A-512" to "MIL-DTL-512". Delete under Standards, "MIL-STD-105" and replace it with "American Society for Quality Control Std. Z1.4". Delete "MIL-STD-147", and replace with "MIL-HDBK-774, Palletized Unit Loads". 2. In para. 3.12 Reactivity, in the last sentence, change "MIL-A-512" to "MIL-DTL-512". 3. In para. 4.4.2.2 For tests, delete "Method 101.11 of SS-R-406", and replace with "ASTM D-140". 4. In para. 4.4.3.2, second line, delete "MIL-STD-105", and replace with "ASQC Z1.4". 5. In para. 4.5.14 Flash point, delete "Method 217.01 of SS-R-406.", and replace with "ASTM D-92." ITEM MARKING Each item shall be marked with the following: (1) lot or batch number (2) dates of manufacture and reinspection (3) manufacturer's name and part number (4) instructions for use on unit containers only (5) instructions for storage, i.e. do not freeze, refrigeration required, etc. (6) maximum volatile organic content (VOC) less water and exempt solvents in grams per liter or pounds per gallon on quart sizes and larger. MARKING All unit, intermediate, transport packages and unit loads shall be marked for delivery to civilian activities in accordance with the FED-STD-123G, dated June 6, 1997, or marked for delivery to military activities in accordance with MIL-STD-129N, dated 15, May, 1997, as applicable. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Palletized loads shall be secured to the pallet to insure that the load arrives intact. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only. NOTICE OF REQUIREMENTS FOR SHIPMENT TO EUROPEAN UNION COUNTRIES: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with DLA PROCLTR 01-15.
