Description
The United States Section of the International Boundary and Water Commission has a requirement for a firm-fixed price contract for construction of piping and associated structures at the South Bay International Wastewater Treatment Plant, located in southern San Diego County, California, near the intersection of Monument and Dairy Mart Roads. Major contract components include: construction of approximately 1,200 linear feet of 48 in. diameter reinforced concrete pressure pipe; construction of a meter vault and high level alarm standpipe; furnishing and installation of motor-operated control valves, isolation valves, air release valves, pipe manifold, and 24 in. and 42 in. diameter magmeters; furnishing and installation of electrical and instrumentation conduit, cable, junction boxes, control stations, disconnect switches, level detectors, PLC programming and re-programming; and tie-in to and protection of existing electrical and instrumentation facilities, and plant control center modifications. Work also includes surface water and ground water control and dewatering; excavation (including sheeting and shoring), underpinning, and backfill; jacking and boring; protection of existing facilities and concrete column perimeter fence, and all temporary facilities (piping, utilities, electrical and instrumentation) required for continuous operation of all existing systems. A pre-bid conference and site visit will be held. Attendance is highly recommended. Estimated range of construction is between $1,000,000.00 and $5,000,000.00. Tentative dates for issuing and opening IFB IBM03B0004 are November 13, 2002 and December 19, 2002, respectively. Contract performance is scheduled at two hundred seventy (270) calendar days after issuance of Notice to Proceed. Plans will be available for inspection at the International Boundary and Water Commission, U.S. Section, The Commons, Building C, Suite 226, El Paso, Texas 79902, Attn: Irma Gurrola. All requests for bid documents must be made in writing. No telephone requests will be accepted. Requests must include business name, point of contact, address, telephone number (include area code), and IFB number. In order to ensure availability of bid documents, it is requested that requests for the bid documents be received by November 8, 2002. There will be no charge for the solicitation package. The requirement is not set-aside for small businesses, all responsible sources, if timely received, shall be considered. The North American Industry Classification System (NAICS) code for this requirement is 234990 for All Other Heavy Construction. The associated size standard is $28.5 million annual average gross receipts for the past three years.
