Description
The U.S. Department of Commerce, NOAA/NOS Office of Response and Restoration (OR&R), intends to negotiate on a sole source contract with Mr. Richard Legatski, 103 South Newport Way, Dagsboro, Delaware, 19939-9219, for technical support services. The proposed contractor will (1) provide support to the Pribilofs Environmental Restoration Project, Pribilof Islands, Alaska. The support will include advising and assisting the Pribilofs Environmental Restoration Advisory Board, assist project team with constituent, political, policy, budgetary and administrative matters as needed. The contractor will also serve as an information source for NOAA/OLA in regards to project history, political sensitivities and budgeting. (2) The contractor will provide support to the Marine Transportation System (MTS) by assisting in presenting and advocating OR&R interests in the inter-agency Safety and Environmental Protection Subcommittee, and assist in presenting and advocating OR&R/NOAA interests on an inter-agency National Strategy Planning Team to be convened by the Coast Guard, serve as a liaison at meetings of the American Association of Port Authorities' Harbors, Navigation and Environment Committee with regard to MTS or SEA 21 matters and assist in presenting reports and proposals to the committee regarding OR&R activities or capabilities that may assist in port project planning and discussions. (3) The contractor, as needed, will participate in discussions, meetings and retreats, and prepare planning materials and recommendations, to assist in developing ORR legislative and outreach strategies, and project-specific plans. The base period of performance is (12) months. The contractor may be required to travel including locally and domestic in order to report progress, coordinate research efforts, and participate in workshops and meetings. The contractor will be responsible for making airline, hotel, and car rental reservations and arranging for passports if required. All responsible sources shall respond by submitting a written narrative statement of capability within 15 days of this notice, including detailed technical information and other information literature demonstrating the ability to meet the above requirements. Pricing data identifying the loaded hourly labor rate to perform the services set forth therein shall be included. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Telephonic or FAX responses will not be accepted. Failure to submit documentation will result in the Government proceeding as above. Please refer to solicitation No. NC-NR0000-3-00005 in your response. Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
