Description
The Pacific Division, Naval Facilities Engineering Command, Acquisition Department, on behalf of the Transportation Equipment Management Center, intends to award an indefinite quantity contract for on-call, as-needed basis rental of heavy construction equipment for all Department of the Navy and other Federal Government agency activities, installations, and organizations within the 48 contiguous United States. The following types of construction equipment desired for rental will be in the following categories and shall not be more than four (4) years old: (1) Earthmoving and Excavation Equipment, (2) Material Handling Equipment, (3) Aerial Equipment, (4) Compaction and Paving Equipment, (5) Pumping Equipment, (6) Air Compressor Equipment, (7) Electrical Equipment, (8) Concrete and Masonry Equipment, and (9) Truck and Trailer Equipment. The contractor will be required to provide a description of each item offered from their inventory within each of the identified categories to include daily, weekly, and monthly rental rates for each item. Delivery of rental equipment will be no later than forty-eight (48) hours from receipt of delivery order at the designated site. Contractor must provide service twenty-four (24) hours a day, seven (7) days a week, including all State and Federal holidays. Contractor shall provide routine scheduled preventive maintenance in accordance with manufacturers specifications, at recommended intervals, in accordance with industry standards at no additional cost to the Government. A contract resulting from this solicitation is subject to congressional authorization and appropriation. The contract will be for a base period and three (3) one year option periods. This procurement is unrestricted under the North American Industry Classification System (NAICS) Code of 532412 with a size standard of $6 million. This is a source selection for commercial items requiring technical, past performance, small business utilization, and price proposals. Contract award will be made to the offeror proposing the best value to the Government based on technical, past performance, small business utilization, and price evaluations. The technical, past performance and small business utilization factors, when combined, will be significantly more important than price. All responsible sources may submit a proposal which shall be considered by the agency. It is anticipated that the solicitation will be posted on or about 8 November 2002 on the NAVFAC E-Solicitation (ESOL) website at http://www.esol.navfac.navy.mil. Amendments will also be posted at the ESOL website, therefore it is the offerors responsibility to check the web site periodically for any amendments to this solicitation. It is highly recommended that all interested offerors create an account at the ESOL website.
