- Description
- The General Services Administration intends to issue a contract to Universal Laser Systems, Inc., of Scottsdale, Arizona on behalf of the Department of the Air Force Detachment 1, ACC Training Support Squadron, Luke AFB, AZ. pursuant to the authority of FAR Parts 12 and 13.501(a) Sole Source Acquisitions. The following items will be procured: Qty - (1) Universal Laser Systems X2-660 SuperSpeed laser system with (2) 30 watt laser cartridges - 60 watts total power with rotary fixture, Honeycomb cutting table, introductory materials kit. The items have the following required characteristics: 18? x 32? cutting table, engraving capability for two lines of an image simultaneously with engraving speed up to 200 inches per second, two interchangeable laser cartridges of equal power; 25-60 watt rapid reconfiguration capability and cross-platform compatibility with all ULS air-cooled, pre-aligned quick change laser cartridges. The special notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2002-09. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. The Government has concluded that there is only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Universal Laser Systems, Inc. shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This notice is not a request for competitive proposals. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via email to fred.hersom@gsa.gov by 4:00 p.m., PST, November 4, 2002. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
