Description
UNICOR, Federal Prison Industries intends to enter into a firm fixed price Indefinite Delivery Indefinite Quantity type contract for various sizes of boxsprings and innersprings. This requirement shall be in accordance to the following specification for the boxsprings: AA-B-260-F PARA.3.4.2 dated 07/30/75; and in accordance to V-M-96K dated 02/16/90 and interim amendment dated 05/24/90 for the innersprings. The boxspring units are to be manufactured with 9-1/2 Gauge coils and 3 Gauge continuous border rods. The period of performance shall be for 3 years with two (2) one (1) year options if exercised. Delivery is FOB Destination: USP Atlanta, GA and FCI Dublin, CA. The delivery order minimum is 20 each springs for each part number. The delivery order maximum is 3,000 each springs for each part number. The Guaranteed Minimum amount is: 50,000 each innersprings,for the Base Year and 15,000 each innersprings for each option year if exercised. The Guaranteed Minimum amount is: 16,000 each boxsprings for the Base Year and 5,000 each boxsprings for each option year if exercised. This requirement is domestic only, and may result in multiple award. The following line items have been grouped in lots and will be awarded on an all or none basis: Lot 1: Line Items 0001 - 0007 (Boxsprings)(Base Year for USP Atlanta), Line Items 0008 - 0014 (Boxsprings)(Option Years 1 and 2 (USP Atlanta, GA); Lot 2: Line Items 0015 - 0021 (Boxsprings)(Base Year for FCI Dublin, CA) and Line Items 0022 - 0028 (Boxsprings)(Option Years 1 and 2 for FCI Dublin, CA); Lot 3: Line Items 0029 - 0044 (Innersprings)(Base Year for USP Atlanta, GA); Line Items 0045 - 0060 (Innersprings)(Option Years 1 and 2 USP Atlanta, GA); Lot 4: Line Items 0061 - 0076 (Innersprings)(Base Year FCI Dublin, CA); Line Items 0077 - 0092 (Innersprings)(Option Years 1 & 2 for FCI Dublin, CA) The award will be based on the best value to the Government. The evaluation factors are as follows: Past Performance, the ability to conform the specifications, and price. Additional information will be provided in the solicitation. All interested parties shall retrieve a copy of the solicitation from the Federal Business Opportunities website at www.eps.gov No telephone requests for copies of this solicitation will be honored. All responsible sources may submit an offer which shall be considered. After receipt of initial proposals, the Contracting Officer has opted to conduct a competitive, anonymous, on-line reverse auction (?auction?). Further details will be provided in an attachment to the solicitation. UNICOR has contracted with FreeMarkets, Inc. (?FreeMarkets?) to conduct the auction for this solicitation. FreeMarkets refers to such an auction as a Competitive Bidding Event (?CBE?). For the sake of consistency and to avoid confusion, the solicitation will similarly refer to such an auction as a CBE. However, use of this phrase shall not be construed to imply that the solicitation is being conducted under the procedures set forth at FAR Part 14. Rather, the solicitation is being conducted under the procedures set forth at FAR Part 15. During the CBE, Offerors will provide pricing through the submission of electronic offers via software that will be provided by FreeMarkets. The primary pricing competition for the solicitation will be through the online reverse auction. FreeMarkets will explain this process in detail and train each qualified Offeror prior to the CBE. Offerors will have the ability to submit revised pricing during the CBE in response to prices submitted by other Offerors. The identity of Offerors will not be revealed to each other during the CBE. The final such revision during the CBE will be considered the Offeror?s final price proposal. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to factors other than price with the Offerors at anytime prior to award. One original signed copy of the solicitation is to be completed and mailed to the attention of Joscie L.
