Description
The Naval Sea Systems Command (NAVSEA) intends to award up to six (6) firm-fixed price contract(s) ($500K each) for concept studies that provide innovative concepts for a focus mission, high speed ship. NAVSEA expects to issue the solicitation in August 2002 with award expected shortly thereafter. The period of performance for the studies will be three months. Participants will be required to address construction of proposed concepts in the United States. The ship is envisioned to be a networked, agile, stealthy surface combatant. Its warfighting capabilities should be optimized for versatility in the littorals for anti-access missions against asymmetric threats. It will rely on mission packages employing organic manned and unmanned vehicles to execute assigned missions and operate as a node in a network centric battle force. In order to conduct successful missions in an adverse littoral environment, it must use innovative weapons, sensors, data fusion, C4ISR, hull form, propulsion, optimal manning concepts, smart control systems, and self-defense systems. Primary missions for the ship are those that ensure and enhance friendly force access to littoral areas. Primary access-focused missions will include: prosecution of small boats, mine counter measures and littoral ASW. Secondary missions may include: intelligence, surveillance, and reconnaissance; homeland defense / maritime intercept; SOF support; logistics support for movement of personnel and supplies. The results of these concept studies may be used by the Navy to support requirements development, technology needs identification, and program planning for further development of a future ship design.
