Description
The Environmental Protection Agency has a requirement for landscaping and grounds maintenance services at EPA's Research Triangle Park and Chapel Hill, NC facilities. The successful offeror will furnish all labor, materials, equipment, personnel, and supplies to maintain the grounds at EPA's Research Triangle Park area locations. Work will include, but is not necessarily limited to, mowing, trimming, edging, fertilizing, liming, seeding, aerating, recycling yard waste, mulching, pest control, watering, tree and shrub pruning and trimming, weeding, and planting of new plants. Also, the successful offeror will be required to maintain wet detention pond, bio retention areas, storm drainage system, wetland pond, flower beds, wild flower areas, and policing grounds. The project manager will be required to have experience in all facets of landscaping as required by the SOW. This is a solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in the solicitation. The Solicitation number is PR-NC-03-10029 and is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This requirement will be a firm fixed price contract during the estimated base period of 5/1/03-4/30/03; and four one-year option periods. North American Industry Classification System (NAICS) No. 561730 applies with a size standard of $6M in average annual receipts over the last three years. It is estimated that this solicitation will be issued on or around December 2, 2002 as a Small Business Set-Aside. The proposals will be due approximately six weeks after the RFP issuance date. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation--Commercial Items, 52.212-3, Offeror Representations and Certifications--Commercial Items, 52.212-4 Contract Terms and Conditions--Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (1) Past Performance; (2) Qualifications, Work Experience, and Availability of Proposed Key Personnel; and (3) Management Plan. For this solicitation, technical evaluation factors are significantly more important than cost or price. The solicitation and any amendments are available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. A Pre-proposal conference will be held approximately on December 16, 2002, at U.S. Environmental Protection Agency, EPA New Facility, Room C112, 109 T.W. Alexander Drive, Research Triangle Park, NC, beginning at 8:30 a.m. Firms are encouraged to access the solicitation via the Internet. If you will be obtaining a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the solicitation from Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. A copy of the preliminary source list will be posted along with the solicitation. All responsible sources may submit a proposal which shall be considered by the Agency. Telephone and fax requests will not be honored.
