- Description
- The U.S. Agency for International Development Office of Foreign Disaster Assistance (OFDA) intends to issue a Request for Proposals (RFP) to obtain the services of a contractor to provide disaster relief assistance worldwide within 72 hours of a disaster declaration. In fulfillment of its mandate to save lives, reduce human suffering and reduce the economic and social impacts, OFDA responds to both natural and man-made disasters including disasters resulting from civil strife. Responsible organizations must be able to provide assistance in the areas of Water, Sanitation, Health & Nutrition, Food & Non-Food. A detailed statement of work will be issued with the RFP. USAID may award multiple Indefinite Quantity Contracts. Contracts will have a 5-year ordering period. The total value of all orders under all contracts (including any option periods) is estimated at $6,000,000. The North American Industry Classification system (NAICS) is 561990. Competition level is Full and Open. Paper copies of any resulting RFP will not be provided. The preferred method of distributing the USAID procurement information will be through Federal Business Opportunities. It is the responsibility of the recipient of this solicitation to ensure that it has been received from the Internet in its entirety and USAID bears no responsibility for errors resulting from transmission or conversion process. USAID encourages participation of Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses, HUBZone Small Businesses and service-disabled Veteran Owned Small Businesses. All questions shall be submitted in writing via email to eely@usaid.gov and must be submitted within 7 days after issue date of synopsis. Phone calls will be not be accepted regarding this synopsis. The RFP response date published in this synopsis is an estimate only. The actual due date for proposals will be stated in the solicitation when it is issued. USAID is not obligated to award a contract and is not responsible for any costs associated with bid and proposal preparation. Numbered Note 13 applies: The proposed contract is restricted to domestic sources under the authority of FAR 6.302-3. Accordingly, foreign sources, except Canadian sources, are not eligible for award.
