Description
The Office of Emergency Preparedness (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Kim Jack, Shenandoah Jct., West Virginia. Purpose: The Office of Emergency Preparedness (OEP), Department of Health and Human Services (DHHS) is responsible for the management of the National Disaster Medical System (NDMS) response teams, as well as the medical component of Urban Search and Rescue task forces, which are managed by the Federal Emergency Management Agency (FEMA). The NDMS Branch in responsible for the enrollment and appointment of team members from State and local governments and the private sector to Federal service. The team members are utilized to support the Department's response to natural disasters, transportation accidents, terrorism, and technological disasters. The NDMS Branch currently maintains paper and data records for over 12,200 active and inactive team members. The purpose is to obtain technical assistance with policy development, updating and formatting the NDMS Branch Standard Operating Procedures (SOPs), reviewing and updating the NDMS Team Handbook, and serving as the Lead Specialist for the three International Medical Surgical Response Teams (IMSuRTs). The functions to be performed are specifically outlined under the Requirements section below. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
