Description
The Bureau of Labor Statistics intends to award on a sole source basis under Simplified Acquisition Procedures NTE $50,000 with J.W. Lorbek, Co. Inc. 1 Clinton Path, Brookline, Mass. 02146. These services are not available from public sector sources. It is the intention of the Bureau of Labor Statistics to procure these services from the appropriate private sector vendor. The Bureau of Labor Statistics (BLS) requires services to interview the top management and a select group of managers of public and private agencies that are closely related to the work of BLS. The contractor shall interview at a minimum twenty five (25) of the top management staff and contract managers at BLS and no less than ten (10) outside agencies that are closely linked to the products. After reviewing the strategic plans and other internal BLS documents the contractor shall conduct interviewing during the months of October through January. The internal interviews shall be to assist BLS in characterizing and evaluating how effectively the management processes are working within the agency to support its strategic plan and mission. These interviews shall focus on what steps should be taken to improve the management and operations within the Bureau. Interviews shall also gather suggestions of new products and new avenues of dissemination for existing data that the respondents feel would support the agencies mandates and the relevancy of its work. The external interviews shall target the usefulness of the information as perceived by the major users, and the market position of the BLS with regard to other public and private economic data gathering institutions. This notice of intent is not a request for offers. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. All interested parties may express their interest to the Contracting Officer by the due date of this notice of intent either by e-mail or facsimile at 202-691-6026. If there are no affirmative written responses received within (15) calendar days from the published date of this notice, The Bureau of Labor Statistics will proceed with the awarded. This notice is for information purposes only. No solicitation will be available. Correspondence must reference this notification number.
