Description
The U.S. Coast Guard (USCG) will issue a solicitation for Historical Properties Specialist (HPS) Services anywhere within the geographical boundaries of the State of Alaska. The services will be in connection with the U.S.C.G emergency response to a threatened release of a hazardous substance, pollutant or contaminant or discharge of oil or other pollutant (an event), the HPS shall provide all equipment, material and labor to verify the location(s) of known historic properties affected or potentially affected by the event. The HPS shall also notify and consult with all appropriate parties as per the HPS checklist concerning the identification of historic properties affected or potentially affected by the event, provide response strategy recommendations to the FOSC on actions that could be taken to protect historic properties, and oversee and/or conduct appropriate historic properties protection-related activities. Historic Properties Specialist shall be capable of arriving in Anchorage, Alaska from their base of operation within 18 hours of activation. The HPS must meet the Secretary of Interior Historic Preservation Professional Qualification Standards for either Prehistoric or Historical Archeology, must have demonstrated familiarity with the archaeology and environment of Alaska, must be fully familiar with Federal and State laws and regulations governing historic preservation; and with the operation of the Alaska Office of History and Archaeology, including the Alaska Heritage Resource Survey (AHRS). This proposed acquisition is being offered for competition limited to 100% set-aside for Small Business Concerns. The applicable SIC Code is 0781 with a Size Standard of $6.0 Million and NAICS Code is 541320. The performance period shall be in accordance with the requirements of the BPA. The contract type is firm-fixed price. The Request for Quotation (RFQ) will be posted on the Electronic Posting System on or about July 26, 2002. All interested firms that hold 100% set-aside status are encouraged to download the RFQ. NO VERBAL REQUEST WILL BE ACCEPTED. The following notice is for informational purposes: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
