Description
NA The U.S. Army Aviation and Missile Command (AMCOM) intends to issue a Request for Proposal for the Program Executive Officer, Ground Combat Systems, Unmanned Ground Vehicles/Systems Joint Project Office, Redstone Arsenal, Alabama. This will be a full and open competition for a Common Robotic System (CRS) kit to be installed on existing and future United States Army and Marine Corps platforms. Initial requirements will be for CRS System Development and Demonstration on the Deployable Universal Combat Earth mover (DEUCE), Robotic Obscuration Platform (an Expanded Capacity High Mobility Multi-purpose Wheeled Vehicle (HMMWV), M1113), and Assault Breacher Vehicle (ABV). Known future requirements include the D7 and T3 bulldozers. A best value approach will be u sed in the source selection and contract award determination. A preproposal conference will be held at a later date. Interested participants should submit their request to attend to the AMCOM Contracting Officer identified below for notification of the l ocation, date and time. The full and open competition will be conducted in two phases. The first phase (Phase I) will require oral presentations and the selection of no more than three offerors for the competitive range. Phase I will be conducted on or about 15 January 2003. The second phase (Phase II) will require each offeror in the competitive range to fabricate and install their CRS on the government provided HMMWV, M1037, for evaluation as their Product Demonstration Model. Phase II will be conduc ted on or about 15 July 2003. Additionally, each offeror in the competitive range shall submit a written proposal. Each Product Demonstration Model kit shall be provided at offeror's expense without the use of any government property, facilities, or hard ware in any phase of development, fabrication, or installation/integration of the CRS kit. At the time and location specified in the solicitation, each offeror in the competitive range shall deliver the government provided HMMWV, M1037, with their respect ive CRS kit installed for evaluation of the CRS?s ability to provide teleoperation control of the HMMWV. A copy of the draft Common Robotic System Performance Specification, MIS-PRF-54523, and Common Robotic System, System Development and Demonstration (S DD) Statement of Work may be accessed via the internet at http://wwwproc.redstone.army.mil/acquisition/current_business.html. Telephone request for a draft copy of the performance specification and statement of work will not be accepted.
