Description
The Center for School Improvement (CSI) with the Office of Indian = Education Programs (OIEP) under the Bureau of Indian Affairs (BIA) = requires a contractor that can provide assistance to CSI, agencies and = local schools with Disabilities Education Act, and the Elementary and = Secondary Education Act. Work performed under this contract will = include as follows: on-site technical assistance visits per five focus = schools, minimum two days per school; participate in summer institutes, = data retreats and other requested meetings for Focus Schools; review and = analyze related data and reports from the five focus schools; and = provide technical assistance to OIEP Center for School Improvement = staff. In addition, the contractor will continue to develop Part C and = B (0-5 years of age) Monitoring Process to include the following: = training on the early intervention continuous monitoring process to five = tribes and related field education specialists on monitoring and = self-assessment instruments, processes and schedules; participating with = CSI staff in the on-site monitoring visits of 5 pilot sites, 2 days per = visit; review and analyze all data and finalize the monitoring process = and self-assessment instrument and monitoring schedule; and assist CSI = in developing technical assistance manual for Early Intervention = programs and services. The contractor will also assist CSI in the = development of the OIEP Special Education Interagency Coordinating = Council (SEICC) as described in the BIA Coordination of Service Plan = requirements by identifying and contacting participants, developing = agendas, and facilitating a minimum of two meetings of the SEICC; and by = providing technical assistance to SEICC in implementing the Coordination = of Services Plan and assisting in the development of appropriate = training to BIA funded schools, school boards, state departments of = special education to include the development of a special education work = group and plan of action to address services for students with = disabilities and IDEA compliance; provide technical assistance and on = site training to school staff; review and analyze all monitoring data, = special education reports, and survey data related to special education = needs and to provide a summary to OIEP. Statutory Authority: Public Law = 105-17, the Individuals with Disabilities Education Act requires the BIA = to have in effect a Coordinated Service Plan that must be submitted to = the U.S. Department of Education/Office of Special Education Programs; = plans and reports submitted to the USDOE/OSEP; and have written special = education policies and procedures for each local school. The Elementary = and Secondary Education Act (ESEA) mandates that the State Education = Agency (SEA) provide assistance to local school to overcome areas of = non-compliance. The acquisition will be issued unrestricted. The North = American Industry Classification System Code (NAIC) is 923110. = Evaluations will be made on price and past performance.
