Description
This procurement is 100% set aside for small businesses (see numbered note 1). The applicable NAICS (formerly SIC) code is 541219 and the associated small business size standard is $7.0 million (See FAR 19.102 or www.sba.gov/size/NAICS-cover-page.htm).? The Bureau of Engraving and Printing (BEP) intends to issue a Two-Step Sealed Bid (IFB) solicitation for the function of Accounts Payable, under OMB A-76 Streamlined procedures, and in accordance with the OMB A-76 Circular and Revised Supplemental Handbook, which include the reqquirement for FAR 52.207-1, Notice of Cost Comparison (Sealed Bid), and FAR 52.207-3, Right of First Refussal in Employment. The IFB shall be performed in two distinct steps with Step 1 being submissiion of Technical Proposals from interested vendors which will be rated as either technically acceptable for this type service work, or deemed unacceptable. All those vendors deemed unacceptable on the basis of the technical proposal submissions and subsequent evaluation by the Bureau's Technical Evaluation Team will NOT be eligible for Step 2 of the sealed bid process. All vendors deemed technically acceptable shall be requested to submit sealed bids in Step 2 to be judged on the basis of lowest overall bid. The vendor submiting the lowest bid in Step 2 will be the ONLY vendor selected for competition with the Government MEO bid for cost comparison. For planning purposes, a formal SITE VISIT and PRE-BID CONFERENCE will be held by the Bureau of Engraving and Printing on October 25th, 2002 at 09:00 AM to 11:30 AM which will provide an opportunity for all interested parties to 1) hear about the Performance Work Statement (PWS) and Quality Assurance Plan, function to be competed, and see the location where the work is to be performed, along with equipment and procedures used. After an initial briefing by the Contracting Officer and Function Manager, a visit will be made to the location of the work. DRAFT copies of the IFB Performance Work Statement and Performance Requirements Summary will be posted by 10/7/02 for pull down and printing by vendors at WWW.EPS.GOV (FEDBIZOPPS). No paper copies will be provided during the site visit. Vendors are responsible for printing their own copies and bringing them on 10/25/02. Finally, and prior to closure a follow up question and answer session shall be held by the contracting officer. (NOTE: REPRESENTATION BY VENDORS SHALL BE LIMITED TO ONE AND ONLY ONE PERSON PER COMPANY DUE TO LOCATION AND SECURITY CONSTRAINTS. VENDORS SHALL SUBMIT BY FAX OR EMAIL THE NAME OF THE PERSON THAT WILL BE REPRESENTING THE VENDOR DIRECTLY TO THE CONTRACTING OFFICER BY NO LATER THAN NOON ON 22 OCTOBER 2002. VENDOR WHO ARE NOT ON THE BUREAUS LIST OF VISITORS by two days prior to 10/25/02 WILL NOT BE ADMITTED.) IT IS THE RESPONSIBILITY OF ALL VENDORS TO ENSURE NOTICE BY EMAIL OR FAX IS PROVIDED. The Bureau and Contracting Officer assume no responsibility for vendor submissions that are late or otherwise not received by deadline for security clearance necessary for the site visit and conference. After the site visit and conference, all vendor questions must be submitted in writing, within ten calendar days. The Contracting Officer will at the expiration of ten calendar days post answers and clarifications to the FEDBIZOPPS website for pull-down and printing at: www.eps.gov. DO NOT CALL the contracting officer for written or direct responses by phone. All information required for the site vist/conference are contained herein. No hardcopys of material will be provided. Any contract that should result from this competition will be a firm fixed price contract. The solicitation shall provide information on how technical proposals will be evaluated. All interested small businesses are requested to have a representative at the pre-bid conference. However, those vendors who do not attend shall and do not submit any quesitons will be presumed to have a full understanding of all solicitation requirements and will be considered by the agency until otherwise exluded in Step 1. It is expected that the formal IFB will be issued No Later Than November 14, 2002.
