- NASA/MSFC plans to issue an Invitation for Bids (IFB) for Replace and Upgrade Control Systems for Bridge Cranes (Site Wide) Phase I. DESCRIPTION OF WORK: The work to be performed consists of providing the labor, equipment, and materials to Replace and Upgrade Control Systems for Bridge Cranes (Site-Wide) Phase I at the Marshall Space Flight Center, Huntsville, Alabama. The project includes four 90-ton bridge cranes in Building 4755 and two 20-ton bridge cranes in Building 4707. Structural work includes leveling and alignment of the bridge rails for all cranes and the temporary installation of a hoist and associated support steel in Building 4755 to be used for construction purposes. The mechanical components of all cranes such as bridge brakes, couplings, bearings, wheels, wheel gears, trolley rails, stops, bumpers, and sweeps will be replaced. Trolley components such as motors, brakes, festoons, reducers, wheels, bumpers, and rail sweeps will be replaced. Hoist components such as hooks, latches, wire rope, rope drums, and holding brakes will be replaced. Electrical work for all cranes includes replacement of the bridge motors, control panels, lights, resistors, contacts, and wiring at all cranes. Trolley and hoist electrical components such as motors, control panels, contacts, switches, disconnects and wiring will also be replaced. In addition, the Building 4755 electrical work includes replacement of the electrical power feeds. The order of magnitude for the procurement is between $1,000,000-$5,000,000 and the effort shall be completed within 300 calendar days after notice to proceed. All packages requested must in writing and contain the complete Company Name, Address, Phone and Fax numbers. Request for IFB packages should be made to the below listed personnel. Request for IFB packages will not be accepted less than 10 days prior to bid opening. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. Contract award is contingent upon the availability of funds. This procurement is a total small business set-aside.[See Note 1]. The NAICS Code and small business size standard for this procurement are 233310 and 28.5M, respectively. The anticipated release date of the IFB is on or about October 24,2002 with an anticipated offer closing date of on or about November 26,2002. The provisions and clauses in the solicitation are those in effect through FAC 01-09. The firm date for receipt of bids will be stated in the IFB. All responsible qualified sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
