- Description
- NASA/MSFC plans to issue an Invitation for Bids (IFB) for Addition of High Bay to Materials Environment Test Complex (Bldg. 4555). DESCRIPTION OF WORK: The work to be performed consists of providing the labor, equipment, and materials to construct the "Addition of High Bay to Materials Environment Test Complex (Building 4555)" project at the Marshall Space Flight Center, Huntsville, Alabama. The project includes a pre-engineered building consisting of a 5,000 square foot high bay testing area, a 1,250 square foot low bay observation area, and an open canopy area. The high bay is to be provided with a 30-Ton capacity bridge crane, with 10-Ton and 20-Ton hoists. The low bay observation area will be further divided into a control room and work area, with restrooms and a telecommunications closet. Site work includes an ordnance sweep, site demolition, site grading, access driveways, paving, industrial water, sanitary sewer, and high pressure air and nitrogen systems. Mechanical systems include heating and ventilation at the high bay and HVAC at the low bay, plumbing for the restrooms, and a fire protection system. Electrical systems include interior and exterior lighting; power distribution for equipment, convenience receptacles, provision for instrumentation cabling; and rough-in for the sound power system. The order of magnitude for the procurement is between $1,000,000-$5,000,000 and the effort shall be completed within 300 calendar days after notice to proceed. All packages requested must in writing and contain the complete Company Name, Address, Phone and Fax numbers. Request for IFB packages should be made to the below listed personnel. Request for IFB packages will not be accepted less than 10 days prior to bid opening. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. Contract award is contingent upon the availability of funds. This procurement is a total small business set-aside.[See Note 1]. The NAICS Code and small business size standard for this procurement are 233310 and 28.5M, respectively. The anticipated release date of the IFB is on or about October 21,2002 with an anticipated offer closing date of on or about November 21,2002. The provisions and clauses in the solicitation are those in effect through FAC 01-09. The firm date for receipt of bids will be stated in the IFB. All responsible qualified sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
