- CONTRACT INFORMATION: This is Amendment No. 1 to The U.S. Department of Transportation (DOT), Research and Special Programs Administration (RSPA), Office of Contracts and Procurement, DMA-30, 400 7th Street, SW, Room 7104, Washington, DC 20590 requirement for the performance of Tabletop/Area Exercises and Security Analytical Support solicitation, which was posted in FedBizOps and the RSPA website on May 1, 2002. This Amendment extends the closing date to Tuesday, June 4, 2002 at 4 p.m. This amendment also incorporates changes to Sections C, F, J, and L of the solicitation (full text available on the RSPA website at http://www.RSPA.dot.gov. under Procurement Opportunities). 1) In Section C, under Task 2, add subtask 2.6, entitled Tabletop exercise scenario. Also, add under Task 2 Deliverables, #7, Tabletop exercise scenario. The description of the tabletop exercise scenario is "scenario will include exercise events based on exercise objectives. The scenario and event script must be extensive enough to engage all participants. 2) In Section F, F.4 Deliverables, under the Deliverables Matrix, add Tabletop Exercise Scenario in addition to the Area Exercise Scenario (Tasks 2 & 3). 3) In Section J, attachment J-2, add the following sample locations to provide additional guidance for pricing purposes: Lafayette, LA; Billings, MT; Macon, GA; St. Louis, MO; Anchorage, AK; Tacoma, WA; Tulsa, OK; Philadelphia, PA; Tampa, FL; and Portland, ME. 4) In Section J, attachment J-3, under Fee %, to this area include both the Base Fee and the Award Fee. 5) In Section L, Part II, Cost Proposal/Compensation Plan, paragraph H. Fee, is changed to read both the base fee and the award fee. 6) In Section L, Part III, Relevant Experience and Past Performance, subparagraph A, second paragraph, change the reference from five (5) years to read three (3) years. Offerors are advised to review the RSPA website for a list of questions and answers (Q&As) which may provide additional clarifications. The entire solicitation and the "Q&As" may be electronically downloaded at the following RSPA website address, (http://www.rspa.dot.gov) under Procurement Opportunities. This procurement is 100% set aside for SMALL BUSINESSES with the capabilities to perform the requirements as set forth in the announcement and the full solicitation which is available on the RSPA website address referenced above. Proposals shall be in writing and submitted to the following address: U.S. Department of Transportation, Research and Special Programs Administration, Office of Contracts and Procurement, DMA-30, ATTN: Ms. Cynthia D.
