Description
LEASE AND MAINTENANCE OF LIVING PLANTS - HORTICULTURE/FLORIST. This requirement is a 100% set-aside for small business. This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice AND far 52.222-41, Service Contract Act of 1965, as amended (May 1989). The Department of Labor Wage Determination applies to applicable service labor categories for Arkansas 1994-2033, Rev. 22, February 2002. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation is being conducted under FAR Part 37, Service Contracting, as well as applicable FAR Parts 12, Acquisition of Commercial Items, and 13, Simplified Acquisition Procedures (SAP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-09, August 2002. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Solicitation provision at FAR 52.211-6, Brand Name or Equal, applies to this solicitation. Offerors of any equal must provide descriptive literature to this office for evaluation prior to close out date stated above. Offerors are encouraged to include information regarding these evaluation factors in their quotes. All line items will be awarded on a single purchase order. Interested offerors are requested to submit a quotation on this requirement to: 314th Contracting Squadron, 642 Thomas Avenue, Little Rock AFB AR 72099-4971 or FAX to: (501) 987-8119. Contractor must be registered in the Central Contractor Registration (CCR) (website: http://www.ccr.gov/) or by calling and registering prior to receiving award: (888) 352-9333. Contractor/vendor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications?Commercial Items (April 2002). Contract Terms and Conditions for Commercial Items, FAR Part 52.212-4 applies to this acquisition, Contract Terms and Conditions Required to Implement Status or Executive Orders for Commercial Items, FAR Part 52.212-5 applies to this acquisition. FAR Part 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) is incorporated by reference. Delivery will be quoted as FOB Destination to Little Rock AFB, AR. Warranty: Standard commercial. Business size standard: $6 Million or less per year the Standard Industrial Code (SIC): 5992 and/or the North American Industry Classification System (NAICS): 453110. Quote must be received no later than by close of business, 4:00 PM CST, and may be received by FAX or e-mail to Points of Contracts as listed on this notice not later than this notice?s response date. FAR Part 52.212-1, Instructions of Offerors for Commercial Items, and FAR Part 52.212-2, Evaluation for Commercial Items, apply to this solicitation and will be used to evaluate items as consistent with below stated description of requirements. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government DESCRIPTION OF REQUIREMENTS: LEASE MAINTENANCE OF LIVE PLANTS FOR ONE YEAR 1 OCT 2002 THRU 30 SEPTEMBER 2003. All leased plants shall be the responsibility of the Contractor. The Contractor shall provide all labor, supplies, materials, transportation and service required to maintain plants in a healthy, attractive condition at the Razorback Cafe, Building 864, Little Rock Air Force Base, Arkansas. 2. PERIOD OF PERFORMANCE: Period of performance is 01 October 2002 through 30 September 2003. 3. CONTRACTOR WILL PROVIDE: One Hundred Eleven (111) live plants no larger than 24-inches tall to fill assorted containers within the Razorback Cafe. Plants will be placed in containers for eye-appeal to the customers and must be approved by the Manager or his/her designee prior to placement. Seasonal plants to include Mums, Poinsettias, etc., appropriate for holidays, or as warranted by Food Services Superintendent. As a minimum, they will be provided the entire Thanksgiving Week and two weeks during the Christmas holidays (11 months of live, green plants and maintenance; as well as 10 mum plants to be in place no later than 25 November 2002 for Thanksgiving Holidays and 10 poinsettias plants for Christmas Holidays to be in place no later than 18 December 2002). 4. HOURS FOR ADMINISTERING PLANT CARE: All services will be accomplished during the hours of 0800-1030 or 1330-1530, Monday through Friday (due to not wanting service during meal period). 5. PLANT CARE: Water all plants to required levels a minimum of once per week. Apply fertilizers, pesticides, fungicides and other sprays in accordance with sound horticultural practices. Labor and equipment to shape plants. Trim off dead or unsightly stems/branches and aerate soil. Clean foliage as conditions warrant. The Contractor will be responsible for disposal of all dead plants or material no longer required. Replace plants during the contract to ensure aesthetics of the dining facility. 6. SERVICE: The Contractor shall report to designated Air Force representative prior to commencement of any service described herein, and before leaving the service area. After completion of daily work the contractor representative who performed the work shall initial on sign in log. 7. RAZORBACK CAFE WILL PROVIDE: a. Space and water access for the maintaining of the plants. b. Access to facility during normal personnel scheduled hours as listed above. 8.
