Description
NAICS Code: 562998 Chemical Analytical Services for analysis of tissue samples for pesticides and polychlorinated biphenyls and analysis of soil samples for Boron. Request for Quotation (RFQ) No. RFQ-GA-03-00003 to be issued on or after November 12, 2002 with responses due on or after November 21, 2002. The Environmental Protection Agency (EPA) Region 4 has a requirement for Chemical Analytical services for the analysis of tissue samples, soil samples, and associated quality control (QC). Sample techniques required for tissue analysis will include analysis for Polychlorinated Biphenyl (PCB) Congeners using high resolution gas chromatography/high resolution mass spectrometry (HRGC/HRMS), analysis for PCB Aroclors using GAS Chromatoraphy/Electron Capture (GC/EC), and analysis for Percent Lipids. Techniques required for soil analysis will include analysis for Boron using Inductively Coupled Plasma-Atomic Emission Spectroscopy (ICP-AES). Contractors will be required to have instrument capability, to utilize approved analytical methods, to follow specified quality control procedures, and to prepare and submit data within 45 days in accordance with defined format. This procurement is anticipated to result in the award of a minimum of 40 bid lots and a maximum of 85 bid lots for the Pesticides PCB Aroclors and Percent Lipid analysis. There will be a period of performance of 60 days from receipt of final sample. The maximum quantity will be 42 tissue and 4 blank samples for PCB Congener Analysis, 85 tissue and 4 blank samples for Pesticide and PCB Aroclor analysis, 85 tissue samples for Percent Lipid analysis, and 30 soil and 4 matrix QC for Boron analysis (including % moisure) with associated data packages and deliverables. This procurement also contains qualification requirements for all bidders, as part of the bid package, to 1) furnish EPA a capability summary of their laboratory as it relates to this type of chemical analysis, 2) furnish EPA their Quality Assurance Plan as described in Section V of the Statement of work. This procurement also contains qualification requirements, unless waived by EPA, for the apparent low bidder to 3) have an on-site visit and evaluation of their laboratory by EPA personnel. Bidders will be notified of their acceptability or non-acceptability to proceed with the third qualification requirement within 10 days after the bid closing date. Awards will follow within approximately 10 days after qualification requirements are met. Interested parties may obtain a copy of the RFQ by either emailing a request to the above address or faxing a written request to the fax number listed above. This RFQ should be issued approximately 15 days after issuance of this synopsis.
