Description
DTCG87-03-B-643027, Pave Roads and Parking Areas, Air Station Sitka. This project involves the furnishing of all equipment, common and special tools, travel and incidentals necessary to perform road improvements & construct new parking lots at Air Station Sitka. The work includes: Resurface roadways and parking lots, Repair deteriorated asphalt pavement and sub-base, Provide drainage improvements including new storm drains, concrete curbs and gutters, Install new pavement markings on roadways, parking lots, aircraft apron and taxiway, Construct new parking lots and install new wheel stops, Install slurry seal existing pavement adjacent to buildings, and related work. The project site is located at U. S. Coast Guard Air Station, Sitka, Alaska. Project to began on or about 01 May 2003. Project to be completed prior to 18 July 2003. The estimated cost range for this project is between $250,000, and $500,000. The work required by this solicitation is identified as North American Industry Classification System Code 234110 and the applicable size standard is $27.5 million dollars in annual receipts for the past three years. This solicitation will not be issued in paper form. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue (estimated to be 18 NOVEMBER 2002) at the following site: http://www.eps.gov. Any amendments issued to the solicitation will be posted solely on this web site. Prospective bidders are responsible for checking the web site for amendments up to the date and time of bid opening. Companies not having the capability to download solicitation documents may refer to a list of printers available through the Tri-Service Solicitation Network, http://tsn.wes.army.mil/TSNSolicitationPrinting.asp. Printers on this list can download and print drawings and other solicitation documents for a fee. Anyone desiring to be added to a planholders list for this project must register as an interested vendor in FedBizOpps. There will not be a planholders list available from the office issuing this solicitation. This procurement is issued pursuant to the Small Business Competitiveness Demonstration Program, Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is not a small business set-aside. All responsible sources may submit a bid, which shall be considered by the U.S. Coast Guard. ATTENTION; Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short- term working capital assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
