Description
NA The purpose of this Sources Sought/Market Research is to identify potential sources capable of providing the following supplies and/or services required to ship strategic configured loads from depots to end users. The requirements are: V Container Roll-in/Out Platform(CROP/Flat Rack Management 1. Accountability: (a) Provide Accountability of Approx 14,000 CROPS/FLATRACKS in both CONUS and OCONUS (Upon Award, Operations Support Command (OSC) will provide a spreadsheet identifying where equipment is currently located)(b) Identify current locatio n of CROPs by Theater/DODAAC Code (to include Site Location/Unit, State/Country)(c) Provide capability to identify: When CROP was last shipped, Where CROP was last shipped, Departure Date, Estimated Arrival Date, Bill of Lading Number. 2. Technology requirements: (a) Identify type of tag to be used to identify the CROPS (Use of COTS Oracle Database is required) (b) Tag should contain the following Data Elements: Date of last inspection, Date of next inspection, Date of last known mainten ance, Current location, Model No., Crop/Serial No., Contract No., Manufacturer, CROP POC, Telephone No. (DSN/COMM), Email 3. Database Requirements: (a) Design new COTS oracle database to house the data, or utilize existing system. (If using existing system, identify Database to be used.) (b) Establish the capability for all Conus Shipping Activities to electronically read th e CROP Identification (ID) number and write to database upon departure/arrival.(c) Establish the capability to capture the CROP ID number, and write it to the Savi 410 Tag, 128 Kbyte upon departure. (d) Create ADHOC Reporting Capabilities (e) Initiate act ion with Savi to ensure Sector 3 of the RF 410 Tag is modified to add a data element for the CROP ID number. 4. Interface Requirements: (a) Ensure compatible with Savi Gate Readers, Scanners, Interrogators, and Retrievers already in place at OSC Sites. (b) Ensure capability of reporting to LOGSA PSCC (USAMC Logistic Support Activity Packaging, Storage and Contai nerization Center, Tobyhanna, PA.) (Data elements to be identified at a later time.) 5. Property Book Accountability See Section 2 for specific Data Elements 6. Deliverables: (a) Physically locate all CROPS, (b) Design CROP ID Tag, (c) Affix Tags to all CROPS (CONUS and OCONUS locations),(d) Provide accountability of all CROPS,(e) Develop database to house data or identify existing system to be used, (f) Initi ate action with Savi Technology to have Data Element (CROP ID No.) added to Sector 3 of Savi RF 410 Tag, and (g) Provide history of movement/maintenance on each CROP. In addition to the above, characteristics and pictures of the M3 Flatrack/CROP are available and may be requested by e-mail to Carol J. Baumgartner at: baumgartnerc@osc.army.mil. Your request for this additional data must include Company name, phone number , email address and a point of contact. Interested firms who are capable to meet these requirements can indicate their interest by providing the Government a brief summary of their company?s capabilities/history for this type of supplies and/or services. In addition, the Government invites poten tial vendor?s to submit proposed costs and milestones associated with the identified requirements to assist in developing a Scope of Work. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise p ay for information solicited.
