- Below are Questions and responses in regards to the solicitation. 1 Question: Request clarification on the availability and location of the documents referenced in subject solicitation section 3.0 Scope The contractor shall produce and provide Tactical Flotation Vest, Navy in accordance with ALSAFE 003/02 (COMNAVSAFECEN 102000Z JAN 02). Government Response: Attached is the text from the referenced memo. RMKS/1. REF A PROVIDED A RECAP OF SAFETY FIXES TO THE FORCE PROTECTION TACTICAL VEST ISSUED UNDER FORCE PROTECTION AEL'S 2-320024501/2/3 (MANUFACTURER: LONDON BRIDGE TRADING CO., MODEL LBT-1620G-RH/LH-BLK). THIS MESSAGE PROVIDES THE LATEST STATUS REGARDING THE FORCE PROTECTION TACTICAL VEST. 2. NAVSEA HAS COMPLETED TESTING BOTH THE HOLSTER FIX AND THE ADDITIONAL BUOYANCY FIX. BOTH FIXES ARE APPROVED BY NAVSEA. 3. THE MANUFACTURER IS ASSEMBLING THE FIX KITS WITH INSTRUCTIONS AND NEW VEST LABELS TO IDENTIFY APPROVED MODIFICATIONS. FLTILO WILL DELIVER FIX KITS TO FLEET UNITS BASED ON THE FLEET CINCS PRIORITIES. FIX KITS WILL BE MARKED FOR "ATTENTION FORCE PROTECTION OFFICER." NAVSEA WILL PROVIDE DELIVERY INFORMATION UNDER SEPCOR. 4. NAVSEA 04L4 AND 05L4 ARE INVESTIGATING INCORPORATION OF STROBE, WHISTLE, AND REFLECTIVE TAPE STRIPS.// BT #2698 NNNN 2 Question: If available can you provide the manufacturer and part number for this product. Government Response: Manufacturer: The London Bridge Trading Company, Ltd. Part Number: LBT-1620 GR Black Note: Must specify (LH) for left or (RH) for right handed vest 3 Question: Even though these are MILSPEC items with NSNs, commercial items will be accepted? Government Response: The vests must meet the MILSPEC to be acceptable. 4. Question: Will the vests be warehoused at central points or shipped individually to end users? Government Response: Vests will be stored in central locations within the continental United States. 5 Question: The subject solicitation states that the "contract will be FOB Destination". Are the deliveries to be strictly CONUS or are they world wide? Government Response: Deliveries will be within CONUS. 6 Question: The destination of the vests is critical to pricing - are they going inside the Continental US - Hawaii and Alaska have shipping costs. Government Response: Assume no shipments will be sent to Hawaii or Alaska. 7. Question: Packaging - will the vests require packaging, such as waterproof boxes, put into plastic sleeves, one box per vest, etc.? Government Response: The vests shall be individually packaged in a plastic bag, and shipped in a standard shipping box/container. Shipping shall be standard ground shipping. A waterproof shipping box is not required.
