Description

General: The National Park Service, Department of the Interior, is issuing a revised solicitation for the Rehabilitation of Paradise Guide House. Proposals are solicited from construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Proposed issue date: It is anticipated that this solicitation will be issued on or about November 19, 2002, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Title of Project: Rehabilitation of Paradise Guide House. Description: The work for this contract consists of the rehabilitation of the Paradise Guide House to correct existing structural deficiencies in its vertical load-bearing and lateral load-resisting systems, while retaining the building's historic characteristics. Rehabilitation would include replacement of the existing foundations, adding structural upgrades (structural plywood sheathing to walls and floors) to meet code requirements for building, and rehabilitation of mechanical and electrical, fire, egress, and other life/safety systems. The proposed work will include removal and replacement of interior and exterior finishes in kind as needed to preserve the building's historic characteristics while providing the stated upgrades. Type of Procurement: Award of a single negotiated firm-fixed price contract will be made to the contractor offering the best value to the government and will require submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price, with equal emphasis given to technical capability and price, and will then select the contractor whose proposal represents the best value to the government. Estimated price range: Between $1,000,000 and $3,000,000. The period of contract performance is 260 calendar days from the date the Contracting Officer issues the Notice to Proceed. Preproposal Conference: A preproposal conference will be conducted on Friday, November 15, 2002, 10:00 am, at Mount Rainier National Park, Paradise Guide House, First Floor. Contractors interested in attending the preproposal conference should contact Mr. Eric Walkinshaw, Project Manager, at Mount Rainier National Park, telephone no. (360) 569-2166. The proposal receipt date is January 17, 2003, 4:00 pm, Mountain Standard Time. This solicitation is open to both large and small businesses. All responsible sources may submit an offer that will be considered.
