Description
I. Introduction This publication constitutes an amendment to Broad Agency Announcement (BAA) Number 02-028, entitled ?Full Scale, High Power Density, Lightweight, Advanced Electric Propulsion System Technology Demonstrator?. Following is a summary list of the changes to the original BAA: (1) See Section II. General Information. Paragraph Number 1., entitled ?Research Opportunity Title? is revised to encourage offerors to submit technical and cost information for the development of a 36.5 MW / 120 RPM motor and motor drive system as a separate Option to be included in full technical and cost proposal submissions. Phases VI, VII and VIII for the 36.5 MW motor and motor drive system have been added. Paragraph Number 6., entitled ?Points of Contact? is revised to change the Business Point of Contact. Paragraph Number 10., entitled ?Other Information? is revised to specify that any proposed size and weight targets and incentives should be based on the 25 MW motor only. (2) See Section III. Award Information. Language has been added to specify that the Navy anticipates negotiating incentives for the 25 MW / 120 RPM motor and motor drive system only; the anticipated period of performance (1/22/03 ? 9/30/05) applies to the 25 MW motor, motor drive, ancillary equipment, and associated documentation; the 36.5 MW motor would be an Option to be exercised separately from the 25 MW motor effort and the 26 MW generator option; the Navy reserves the right to exclude the 36.5 MW motor from the final contract award; and the anticipated period of performance for the 36.5 MW motor would be approximately 30 months after exercise of the option, if the option is included in the contract and exercised by the Navy. (3) See Section V. Solicitation Information. Paragraph Number 1., entitled ?Solicitation Process? is revised to change the date for e-mail notification of initial Navy evaluations of the white papers submitted under BAA 02-028. Paragraph Number 1., entitled ?Solicitation Process? is revised to change the date for receipt of full proposals. Paragraph Number 2., entitled ?Content and Format of White Papers/Full Proposals? is revised to change the page limitations for Volume 1 ? Technical Proposal and Volume 2 ? Cost Proposal and includes the 36.5 MW motor option. (4) See Section V. Solicitation Information. Go to ?Full Proposal Content? and look under ?Volume 1: Technical Proposal?. The details of the ?Statement of Work? have been revised to include tasks for the 36.5 MW motor, motor drive, and ancillary equipment. The details of the ?Technology Description? have been revised to include the optional 36.5 MW motor and motor drive. The details of the ?Description of Proposed Motor and Motor Drive? have been revised to include the optional 36.5 MW motor configuration. (5) See Section V. Solicitation Information. Go to ?Full Proposal Content? and look under ?Volume 2: Cost Proposal?. The description of the cost proposal has been revised to include the 36.5 MW motor option. Paragraph Number 3. Significant Dates and Times. The dates for Notification of Initial Navy Evaluations of White Papers and the Full Proposals Due Date have been changed. (6) See Section VI. Evaluation Information. Paragraph Number 1., entitled ?Evaluation Criteria? has been revised to specify the importance of the evaluation criteria in relation to Phases I through V and the Optional Phases VI, VII, and VIII. (7) See Section VII. Award Administration Information. Paragraph Number 2., entitled ?Reporting/Deliverables? has been revised to add Phases VI, VII, and VIII. For clarification purposes, the original synopsis for BAA 02-028, as published in the FedBizOpps on 14 August 2002, is hereby replaced with Amendment A to the BAA which can be found on the ONR Website at http://www.onr.navy.mil/02/baa/default.htm.
