Description
Pending final approval, the Bureau of the Public Debt intends to solicit and negotiate with The National Institute of Building Sciences (NIBS) under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements) for the acquisition of an indoor environmental quality (IEQ) project for the Access Board. Because of their unique capabilities and charter under Public Law 93-383, government agencies are encouraged to use NIBS when appropriate. The project will bring together architects and designers, manufacturers of building products and materials, building owners and operators, model code and standard setting organizations, environmental and health professionals, government agencies, organizations representing people with multiple chemical sensitivities and electromagnetic sensitivities, and other interested persons in a collaborative process to examine potential actions that can be taken to improve the quality of the indoor environment and accessibility for individuals with multiple chemical sensitivities and electromagnetic sensitivities. The contractor shall have broad expertise in the building industry and extensive experience in working cooperatively with diverse interest groups to resolve complex and difficult issues relating to the built environment. The North American Industry Classification System (NAICS) code for this acquisition is 541620 and the size standard is 5.0 million. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by detailed technical capabilities, pricing and other documentation that demonstrates the ability to provide the requirement at terms more advantageous to the Government. In addition, any response shall include the firm?s Dun and Bradstreet Number (DUNS) and Tax Identification Number (TIN). A request for documentation will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that is more advantageous to the Government, we intend to make a sole-source award to NIBS.
