Description
The U.S. Secret Service (USSS) intends to negotiate on a sole source basis with Johns Hopkins University (JHU), by means of a Memorandum of Agreement (MOA). This MOA establishes a relationship between the USSS and JHU for training, specifically training under the Police Executive Leadership Program (PELP). The PELP is associated with a network of the most highly regarded law enforcement executive programs in the nation. The PELP possesses unique expertise in the following fields of study as they relate to law enforcement: leadership and organizational behavior; managing change; workplace diversity; strategic planning; ethics; and managing information and telecommunication systems. Additionally, the PELP itself is a unique cohort program consisting of a group of law enforcement executives from which the USSS can regularly draw valuable information in a collaborative manner to support the USSS' investigative and protective missions. The MOA will be in force for the length of the relationship between the USSS and JHU. The current requirement will be awarded for a base year and four (4), one (1) year option periods. Award will be made under Other Than Full and Open Competition as authorized by FAR 6.302. This notice is neither a request for proposal nor a solicitation of offers. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. See FedBizOpps Note 22 - 45 days is changed to read five (5) days.
