- I. This is a combined synopsis/solicitation for commercial services prepared in the format prescribed in FAR, subpart 12.6. This announcement constitutes the ONLY solicitation; NO OTHER DOCUMENTS WILL BE ISSUED. II. Five (5) Requests for Quotation (RFQ) are included in this announcement; see below. III. This solicitation and any included provisions are those in effect thru Federal Acquisition Change (FAC) 09., 9/30/02. IV. This solicitation is set aside 100% for small business. V. The U.S. Penitentiary, Leavenworth KS, is seeking persons of various faiths interested in contracting with the government as "Religious/Spiritual Leaders." The contractors will be involved in the Life Connections Pre-release Program (hereinafter called "the Program"), a program designed to provide inmates a shared living space with intensive opportunities for holistic life restoration for the purpose of reducing recidivism and enhancing prison management. USP Leavenworth intends to contract with one (1) individual within each of the following faith groups: Catholic ( priest, nun, deacon), Islamic (Imam), Native American (medicine man, spiritual leader), Protestant (minister, pastor), and Jewish (rabbi, synagogue spiritual leader). In all, five (5) separate contracts will be awarded. When submitting offers, the following RFQ numbers MUST be referenced: Catholic, LVN-40804-03-KH3; Islamic, LVN-40804-03-KH4; Native American, LVN-40804-03-KH5; Protestant, LVN-40804-03-KH6; Jewish, LVN-40804-03-KH7. Each contract will be awarded with one Base Period, followed by up to three (3) Option Periods, for an anticipated total of four (4) contract periods. The government is not obligated to exercise any Option Period. Contract Requirements: Each contractor will provide up to twenty (20) hours each week of religious instruction and counseling in conjunction with the core curriculum topics of the Program. The contractors will also provide leadership in weekly study groups and may be required to lead services within each of their faiths, depending on Program needs. The work schedule may include some weekend and/or evening hours based on Program needs; schedules will be negotiated between the contractor and the Chaplain Program Manager. Selected contractors will provide religious instruction based on their own expertise as it relates to the core curriculum materials. Contractors will work closely with the Chaplain Program Manager and other program staff to assist in the development of the program and to gauge the progress of individual participants. Consultations will be held with the Program Facilitator and Chaplain Program Manager as needed. Although instruction will follow the tenants of each individual faith group, the contractors may also work with participants who follow other faiths. Contractors may be required to attend team meetings, departmental meetings, or other relevant meetings relative to the Program mission. Contractors must possess an ordination certificate, or like document, demonstrating he/she is a spiritual leader in good standing within a recognized faith community. Must have a minimum of three (3) years of documented continuous full time experience as a spiritual leader within his/her faith community. Must possess, at a minimum, a Baccalaureate degree from an accredited college or university with a major in some form of religious studies (exception to Baccalaureate degree will be permitted for the Native American spiritual leader). A pre-negotiation conference will be held at 1:00pm, November 7, 2002, at the Staff Training Center, US Penitentiary, Leavenworth KS. While not mandatory, interested parties are encouraged to attend. Anyone planning on attending must submit his/her name and phone number to the contracting office no later than November 4, 2002. For directions, contact the contracting officer. VI. Evaluation Factors: Contracts will be awarded based on education, experience, past performance and price (in descending order, with price being the least important factor). Offers must include verifiable experience, references and other information pertinent to the solicitation. The contracts may be awarded without discussion, therefore offerors are encouraged to submit their best offers initially. VII. Performance Period: Base Period, 12/1/02 thru 9/30/03, followed by up to three (3) 12-month Option Periods. THIS IS NOT A PERSONNEL APPOINTMENT. A contract award will not constitute an employee/employer relationship. Contractors will not be supervised, but will be monitored to determine compliance with contract terms and conditions. Payment will be made upon receipt of an invoice, and after verification of satisfactory compliance with contract work requirements. VIII. FAR provision 52.212-1, Instructions to Offerors - Commercial Items, is referenced. At paragraph H, Multiple Awards, the contracting officer has determined multiple awards are not applicable for individual contracts; paragraph is deleted in its entirety. IX. FAR provision, 52.212-3, Offeror Representations and Certifications - Commercial Items, will be completed prior to making final awards. X. FAR provision, 52.232-33, Mandatory Information for Electronic Funds Transfer Payment, applies to each contract awarded. In addition, contractors must provide federal tax ID numbers or SSNs prior to final awards. XI. Offers will be accepted by fax (913-682-1176) or email (t2clark@bop.gov), as well as ground mail/delivery. Offers MUST be received no later than 2:00pm, central time, November 15, 2002. Late offers will be rejected. Interested parties must submit a curriculum vitae, resume, or other documentation describing past experience, education, awards, letters of recommendation, etc., which will be used to determine qualification for each faith group spiritual leader. Included with this information, offeror must indicate his/her expected hourly rate of compensation. For example: Base Period, 20 hours per week @ $____ per hour, multiplied by approximately 43 weeks = $ ______ total price. Continue with Option Periods #1, #2, and #3 in the same fashion (multiplied by 52 weeks). Reminder: Price is not the most important factor in this action. This is NOT a sealed bid. See Numbered Note #1.
