Description
The U.S. Coast Guard Research & Development Center intends to conduct an operational performance evaluation of Active Electro-Optic systems to determine their potential to benefit the U.S. Coast Guard mission. No more than four contracts will be awarded under this solicitation. Each vendor shall participate in a series of evaluations of Active Electro-Optic systems at the U.S. Coast Guard Research & Development Center in Groton, CT during two five-day test sessions between 3 March 03 and 9 May 03. The test shall focus on evaluating each sensor's capabilities/properties with respect to: Ranges of classification as a function of target type and environment; Ranges of identification (reading characters) as a function of target type and environment; Ranges of monitoring activity (personnel movements on deck) as a function of target type and environment; and Documentation of the state of development for field implementation of these sensors for use by U.S. Coast Guard personnel onboard Coast Guard platforms. The North American Industry Classification System (NAICS) Code is 334511 and the size standard is 750 employees. This solicitation is not a set-aside and all offers from both large and small business will be considered. This notice is for information purposes for Minority, Women-Owned and Disadvantaged Business Enterprises (BDEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short term working capital assistance for transportation related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rate to provide accounts receivable financing. The maximum line of credit is $500,000.00. Award will be made to the responsive and responsible offeror who provides the greatest overall value to the Government based on the technical proposal, cost and other factors.
