- 1. The Defense Supply Center Philadelphia is planning to place a contract for Partitions, Tent, Temper, NSN 8340-02-186-3032 and Liner, End Sections, Desert Tropical, NSN 8340-01-213-9566 in accordance with Military Spec. MIL-T-44243 dtd 30 Nov 90 with Amendment 1 dtd. 24 Feb 92. 2. Subject solicitation will be issued as a 100% Total Set-Aside. 3. There will be two (2) NSN's in subject solicitation: NSN 8340-01-186-3032 with a quantity of 1200 ea. and NSN 8340-01-213-9566 for a quantity of 700 ea. 4. Subject solicitation will have a base and four (4) 100% options. Contractors are required to submit pricing for all quantities including the options to be considered for award. Failure to do so may result in the offer being considered as non-responsive. 5. Delivery will be to two (2) destinations for each NSN. The locations are SG2-Barstow, Ca. and SNT-New Cumberland, Pa. 6. Delivery schedule is as follows: items to be delivered in six (6) monthly installments for each NSN beginning 150 days after date of contract. 7. FOB-Destination is required. 8. First Article Testing is required in accordance with FAR 52.246-4. The First Article Sample is required within 90 days. 9. Offerors are required to submit a Technical Proposal consisting of Past Performance and a DLA Mentoring Plan as outlined in subject solicitation. 10. All materials will be provided by the successful offeror. 11. FAR part 12 procedures will not apply to subject solicitation. 12. Notes 1, 9 and 26 applies. 13. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway (Gateway) at http://progate.daps.mil/home approximately 14 Nov 02. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles as the commodity center from which notices will be sent. Important Note on Foreign Content-The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment?) impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
