Description
The National Oceanic & Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with URG Corporation for the following: 1) Sequential Fine Particle Sampler. 2) Teflon Coated PM10 Inlet. 3) Downtube to connect PM10 Inlet to #17 Thread on Cyclone. 4) #30 Teflon Coated Aluminum PM2.5 Cyclone (16.7 LPM). 5) #30 Coupler with Attached Teflon Seal Ring. 6) #30 Annular Denuder, 3-Channel, 242mm. 7) #47 Filter Pack with #30 Female Threads, 1 Stage. 8) Drying Train Bottle. 9) #30 Drying Manifold. 10) Field to Lab Case to hold ten 242 Annular Denuders and Filter Packs. NOAA and the Environmental Protection Agency (EPA) are conducting a cooperative atmospheric mercury measurement project at the Mauna Loa Observatory (MLO) that requires equipment identical to that used at the CMDL Barrow Baseline Observatory. The EPA specifies that MLO purchase equipment that will meet the EPA regulations for mercury measurements and that will be compatible with the TEKRAN mercury analyzer already in operation at MLO. This is the only manufacturer that provides ancillary particle sampling equipment that is compatible with the TEKRAN analyzer. For scientific comparability and to allow for Hg budget calculations the measurements at Barrow and Mauna Loa Observatory must be on identical equipment operated in identical manner as the levels of Hg being measured are low on a large absolute scale. There is no other equipment available that we are aware of that will meet these rigorous specifications. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). This synopsis is issued for information only. No competitive solicitation is planned.. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
