Description
The National Institutes of Health Clinical Center (CC) located in Bethesda, MD is seeking the services of a mobile communications vendor in order to consolidate multiple mobile communication devices/features currently in use in the CC (i.e. pagers, cell phones, and text messaging) into a one device solution Additionally, the network provided by the contractor must support digital voice service and Personal Digital Assistants (PDAs) such as Palm, and Research in Motion (RIM) which the government may utilize in the future. The period of performance for this requirement will include a base year with nine (9) one year options. The requirement includes the deployment of Commercial Off The Shelf (COTS) communication devices to replace those currently in use at the CC with an possibility to expand to other NIH facilities. In addition, further requirements for this acquisition include: 1. Providing a digital voice service solution, including a digital data network for Personal Digital Assistants (PDAs) that will support the proposed devices in all areas of the Clinical Center (building 10), the Ambulatory Care Research Facility and the Clinical Research Center and potentially other NIH facilities. 2. Providing initial orientation to up to 500 Clinical Center staff over a 6 week period in the proper use of the new technology deployed after installation/ acceptance of the infrastructure in the Clinical Center (building 10), the Ambulatory Care Research Facility and the Clinical Research Center. 3. Providing an insurance plan for the replacement or repair of devices in the event of failure, or damage. 4. Providing a maintenance plan for infrastructure hardware, and software. 5. All prospective offerors shall submit twelve (12) cell phone sets two (2) weeks prior to the final closing date for the solicitation for a quality, and range pretest locally, and internationally. A pre-proposal conference will be held on site. Details as to the scheduled date and how to register to attend the pre-proposal conference will be in the solicitation.
