Description
This project will consist of grading, drainage and bridge work on 1.80 miles of roadway for the Hoover Dam Bypass-Arizona Approach, Project AZ HPP 93(1), in the Lake Mead National Recreation Area and Hoover Dam Reservation Area, Mohave County, State of Arizona. Estimated price range is greater than $25,000,000.00. Principal work items include: lump sum bridge survey and staking; 4.68 miles grade finishing stakes; lump sum contractor testing; 4,600 linear ft sediment wattle; lump sum watering for dust control; lump sum removal of structures and obstructions; 1,700,000 cu yd roadway excavation; 6,572 cu yd structure excavation; 5,300 cu yd placed riprap (various class); 11 each wildlife ramps; 165,321 sq ft welded wire reinforcing mesh; 5,745 cu yd select granular backfill; 24,500 Tons aggregate base; 6,000 Tons minor hot asphalt concrete; 11,516 cu yd structural concrete, class A (various-material incentive); 88 each precast prestressed concrete structural members, 2,221,728 pounds reinforcing steel; 429 linear ft bridge expansion joints (various seal); 2,270 linear ft concrete bridge railing; 1,103 linear ft concrete bridge railing, median barrier; lump sum painting, concrete and steel structures; 1,252,400 sq ft weathering agent; 185 cu yd concrete; 4,390 linear ft pipe culvert (various); 2,095 linear ft precast reinforced concrete box culvert (various); 34 each catch basin (various); 380 linear ft Portland cement concrete curb and gutter; lump sum sewer system; 5,925 linear ft guardrail system (wood posts); 16,550 linear ft woven wire fencing; 150 linear ft chain link fencing; heavy equipment rental/operators; 5,740 cu yd placing conserved topsoil; 2,282 sq ft construction sign; 8,000 hour flagger; 2,000 hour pilot car; 9,523 linear ft temporary concrete barrier; 148 each warning lights (various); lump sum electrical installation. Sealed bids, in a single copy for the work described above will be received until 2:00 p.m., local time on December 17, 2002, at the FHWA Arizona Division Office, 400 E. Van Buren Street, Suite 410, Phoenix, Arizona 85004. Bids will be publicly opened by FHWA, at 3:00 p.m. local time, in the Auditorium located at 206 S. 17th Avenue, Phoenix, Arizona. IMPORTANT NOTE: BIDS WILL ONLY BE RECEIVED AT THE ARIZONA DIVISION OFFICE AT THE TIME AND LOCATION NOTED ABOVE. THE FHWA WILL NOT ACCEPT BIDS AT THE LOCATION OF THE BID OPENING. PLANS AND SPECS WILL BE AVAILABLE IN BOTH CD-ROM AND PAPER VERSIONS. Tentative advertisement date is November 14, 2002. All bid forms, bid bonds, and other documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on our website at http://www.cflhd.gov/procurement. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
