Description
The 377th Contracting Squadron at Kirtland Air Force Base New Mexico intends to award a purchase order under Simplified Acquisition Procedures for the purchase of a ABL Video Teleconferencing System. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The reference number is F4SMC2218302 and is issued as a Request for Quotation (RFQ). The solicitation document incorporated provisions and clauses in effect through the Federal Acquisition Circular 01-09 and Defense Acquisition Circular 91-13. This requirement is being solicited as 100% small business set-aside. The North American Industry Classification System (NAICS) code is 33422, size standard 750 employees. The contractor shall provide the following: ABL VTC System. Line Item #0001 ? 1 ea, Video conference system capable of: Rack mountable; Bridge capability to support up to three (3) connections at 384 Kbits/sec; IP network capable for both remote control and web-casting; Allow mixed protocol dialing (dial-in caller should be able to connect to conference already in progress without disrupting participants; Automatically adjusts bandwidth of inbound and outbound calls; Password capability allows user to restrict inbound callers from connecting to a secure videoconference. Line Item #0002 - 2 ea, Video projector capable of: 3700 lumens of illumination; Intelligent room illumination sensor; Color view natural color matrix; Video line double; Wide angle lens on each projector; Natural color matching matrix; SRGB color profile standards; ceiling mounted. Line Item #0003 ? 2 ea, Display screens capable of: Automatic or manual control; Wall mountable; Size = Ideally 96 inches diagonally. Line Item #0004 ? 1 ea, Plasma screen capable of: Wall mount with tilt control (Manual); Size = at least 50 inches diagonally. Line Item #0005 ? 1 ea, Smart screen overlay capable of: Interfacing to computer for collaborative interaction with conference participants; Must mount on and interface with plasma screen. Line Item #0006 ? 1 ea, Video switching system capable of: Switching up to five different video signals to either of the two projectors, i.e. document camera, VCR, computer (to both projectors and/or plasma screen), far-end camera, in-room camera, auxiliary VGA input (for carry-in laptops); Any video signal can be sent to any of the three projections devices, the two projectors or the plasma screen, or any one signal to all three. Line Item #0007 ? 1 ea, Audio switching system capable of: Switching any of five different audio sources to the in-room speakers or to the VTC?s web casting system. Line Item #0008 ? 4 ea, Overhead speaker in room capable of: Broadcasting any of the signals the audio switcher sends to them. Line Item #0009 ? 4 ea, Overhead microphone in ceiling of conference room capable of: Trainable to eliminate room feedback; Tunable for audio signal pickup appropriate for room size (20 feet by 20 feet. Line Item #0010 ? 2 ea, Video camera capable of: NTSC PAL video signal; 768 by 494 pixel resolution; Auto exposure compensation; Variable shutter speed .25 ? 10 milsec per second; Lens capable of 10x optical zoom and 40x with digital zoom; Minimum object distance 100mm with wide end, and 600mm at the telephoto end. Must be able to respond within 48 hours and perform after normal business hours work (performance to include nights and weekends), excluding federal holidays; Same day callback. Installation Requirements ? Must be capable of starting project installation 20-24 calendar days receipt of order; Must be able to complete project installation within 10 days of project start time. Support Requirements ?; Must provide dial-in system verification service so that we can dial into a known good system to verify the functionality of our system. Award will be made to offeror whose quotation represents the best value to the Government. The government requires FOB destination. Place of delivery and acceptance is ASC/TM, Attn: Ronald Rimbert, Bldg. 760, 3300 Target Road, Kirtland AFB, NM 87117. The required delivery date is NLT 20-24 DAYS AFTER RECEIPT OF ORDER.
