- Description
- Sources are sought to identify firms with the capability to provide the management, technical expertise, supervision, tools, equipment, supplies, labor and quality control necessary to support release and detection of sulfur hexaflouride (SF6) and other atmospheric gasses during field tests at Dugway Proving Grounds, Utah. This would include providing and fielding 36 continuous calibrated SF6 detectors with parts-per-trillion (ppt) detection limits. System must include data logging capabilities to record data and the ability to access the detectors from a central location for real time reporting. Other requirements include the fielding four (4) Air Quality (AQ) detection systems to measure in the parts-per-billion (PPB) range for ozone (O3), nitrogen oxides (NOx), sulfur oxides (SOy), volatile organic compounds (VOC) and non-methane hydrocarbons (NMHC) using standard EPA protocols. Interested firms would be required to be able to provide equipment and personnel to support the release of SF6 and provide personnel and equipment to support SF6 and AQ detection system use and data gathering. Firms would also be required to maintain Quality Control and Quality Assurance of the data and equipment. Results of the field test would be reported to United States Air Force. Security Requirements: Contractor personnel will require DoD security clearances of at least the SECRET level and handling of material up to SERCRET/NOFORN is required. Sources should submit a brief capabilities statement to include experience in the form of an outline of previous projects for specific relevant work completed or currently being performed including contract numbers, description of the work, points of contact, and phone numbers and any other pertinent information which would enable the government to assess your firms capability to perform this effort. Responses should be limited to no more than three (3) pages but may include additional previously published literature. Firms must state whether they are a Small Business (SB), Small Disadvantaged Business (SDB), Woman-owned Small Business (WOSB), Historically Black College or University or Minority Institution (HBCU/MI), an 8(a) firm, a Native American firm, or a HUBZone firm. Responding parties should also indicate their size status in relation to the applicable NAICS Code, 541380, Size Standard, $6,000,000. The government reserves the right to set this acquisition aside for HUBZone firms, 8(a) firms, SBs, or HBCUs/MIs based on the responses received.
