Description
This requirement is in support of Environmental Protection Agency's Office of Solid Waste, Economics, Methods, and Risk Analysis Division. For this effort, a contract is needed to provide technical support to the Office of Solid Waste for assessing risks from chemicals that are released from hazardous and nonhazardous waste management units. The contractor shall provide support services to the EPA for the development and implementation of methods or models to predict the release, dispersion, exposure, transport, fate, and risks of chemicals disposed of, or managed in, industrial or municipal settings. Support is also necessary for collecting, accessing, and analyzing scientific information, and, following EPA's review and approval, communicating this information to the EPA regions, the States, the public, and the regulated community. The scope of work is extensive and includes a variety of tasks that shall require multi-disciplinary and highly specialized expertise. The contractor shall provide a team of experts with risk assessment expertise in a variety of fields. The expertise needed for each task may include: (but is not limited to) toxicology; microbiology; pharmacokinetics; chemistry; biochemistry; hydrology; biology; meteorology; ecology; statistics; engineering; soil science; computer programing; economics; hydrogeology; database management; and geochemistry. It is anticipated that the resultant contract type will be a Cost-Plus-Fixed-Fee (CPFF) Definite Quantity Level-of-Effort with a one-year base period and four one-year option periods. The one year base period and each option period consists of 12,500 direct labor hours with optional quantities base period totaling 25,000 direct labor hours. The applicable NAICS code for this acquisition is 541990. The size standard for this NAICS code is $5M. This requirement will be procured under full and open competition procedures. Prospective offerors should note that there are significant Conflict of Interest restrictions associated with this requirement. TELEPHONIC REQUESTS FOR INFORMATION WILL NOT BE HONORED. The purpose of this announcement is to notify potential offerors of EPA's requirement. Solicitation PR-HQ-02-11601 will be issued as a REQUEST FOR PROPOSAL (RFP) on or about November 18, 2002. Proposals will be due approximately 30 days later. In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, this RFP, any amendments, and other related items for items for this procurement will be posted at this website: http://www.epa.gov/oam/srpod/. Interested bidders will be required to download the RFP and all related documents from this website. No printed copies of the RFP will be distributed.
