Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to initiate a Basic Ordering Agreement with Bell Aero, Bedford, TX 76095-8866. The purpose of the proposed BOA and all subsequent orders placed under it is to procure Peculiar Support Equipment (PSE), Integrated Logistics Support (ILS) and Sustaining Engineering, which include Engineering Change Proposals (ECP) to support the H-1 Program. The proposed acquisition is for PSE and technical data for which the Government does not own specifications or drawings. Bell Aero is the designer and developer of the proposed procurements. They also have an exclusive Proprietary Information Exchange agreement with the H-1 prime contractor, Bell Helicopter Textron. The technical data and drawings are proprietary to Bell Aero and Bell Helicopter. NAWCADLKE intends to procure this under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
