- Description
- The Defense Supply Center Philadelphia (DSCP) Medical/Surgical Commodity Business Unit is in the process of solicitation and award of a contract to a commercial Group Purchasing Organization (GPO). This contract will be an indefinite quantity type contract (IQC). It is anticipated that this contract will generate cost savings as well as improved standardization efforts. The contract will be awarded under full and open competition. The GPO will provide pricing at both the committed and uncommitted levels for product categories or groupings. The evaluation of calculated savings at both the committed and uncommitted levels will be the primary basis for the award decision. If and when a GPO is selected under this competitive procedure, a Tricare Region, an individual Military Treatment Facility (MTF), or a civilian customer may elect to make a commitment and gain access to favorable pricing to a product category in the GPO's portfolio without going through any further competitive process. Similarly, a Tricare Region, an MTF, or a civilian customer may use the uncommitted GPO price without going through any further competitive process. This is a change and a restructuring of how the DSCP customer medical community conducts business. Conversely, if a Tricare Region, MTF, or civilian customer does not choose to make a commitment to the GPO product category, or to buy at the uncommitted GPO price, the Tricare Region, MTF, or civilian customer may continue to buy the items as under the current system, but with the following three proposed changes to the DAPA rules: 1) Large business DAPA's must offer national prices. 2) Neither large nor small businesses can have pricing tiers on their DAPAs-unless the tiers result from a Regional Incentive Agreement (RIA). 3) Small businesses may have DODAAC-restricted DAPA's (i.e.,small businesses are not limited to national DAPA prices). Either choosing the GPO's committed/uncommitted prices or following the current process will independently meet competition requirements. this summary notifies the DAPA holders of possible impending changes in the business practices of the Medical/Surgical Commodity Business Unit at DSCP.
