- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic & Meteorological Laboratory (AOML) intends to contract with CCN Consulting for 3 Underway pC02 systems to measure surface seawater carbon dioxide concentrations. The system must fulfill stringent performance criteria and will be certified by AOML to comply with the current systems in operation. The proposed procurement is for services for which the Government intends to solicit and negotiate with only one source, CNN Consulting, Seattle, WA. Under the authority of 41USC 253?(1). This notice of intent is not a request for competitive quotations. This is a 100% small business set-aside. Interested sources must submit a capabilities statement indicating their ability to perform this type of service along with their email address. The capabilities statement must also stated the company name, address, telephone number, contact person, and the name of the Government agency, contact person, and telephone number for who previous work has been performed. The contractor must have experience in the development and manufacturing of the same or similar like instruments. Failure to provide the required information will deem your request non-responsive. Qualification criteria: Past Performance, Quality Control, Schedule (Delivery by end of February 2003), and Technical Excellence. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Far 6.302. Interest persons may identify their interest and capability to respond to the requirement or submit proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS Code is 334513
