- NA 1. CONTRACT INFORMATION: A-E services are expected to be required for the design of a 100,000 gross square foot hospital addition, alteration of the existing facility (65,000 GSF) to support consolidation of relocated medical services, and a connecting c orridor/atrium/vestibule at Langley Air Force Base, Virginia. This contract is being procured in accordance with PL 92-582 (Brooks A/E Act) as implemented in FAR Subpart 36.6. The type of contract proposed is a firm-fixed-price contract. The contractor shall provide all labor, supervision, design engineering and management, materials, equipment, tools, supplies and transportation to perform all work required to complete the project. Firms will be selected for negotiation based on demonstrated competenc e and qualifications for the required work. One Contract will be negotiated and awarded. This contract is anticipated to be awarded between FEBRUARY and MARCH 2003 with the initial design phases completed by AUGUST 2004. Additional professional services are anticipated during the construction period and may be added pursuant to the Changes clause (FAR 52.243-1, Alternate III). Construction phase services may include, but are not limited to: preparation of Operation and Maintenance manuals, shop drawin g and construction submittal reviews, systems commissioning participation, site visits, technical assistance, design of tenant improvements and support services, startup services, relocation of existing equipment, furniture, and related items, site pa rking and circulation modifications, design modifications to accommodate unforeseen site conditions or criteria changes, and review of contractor value engineering change proposals.This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting plan is not required with this submission. The subcontra cting goals for the Norfolk District, which will be considered by the contracting officer, are that a minimum of 61% of a contractor?s intended subcontract amount be placed with small business (SB), including 9% for small disadvantaged businesses (SDB), 5% for women owned small businesses, 3% for veteran owned small business, 3% for service disabled veteran owned small businesses and 3% for HUBZone. This procurement is classified under NAICS code 541310, which has a size standard of $4,000,000 in average a nnual receipts. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee?s off ice location (not the location of the work). Prospective contractors must be registered in the DoD Contractor Registration (CCR) database to be considered for award of a Federal contract. Information on registration and annual confirmation requirements m ay be obtained by contacting the DoD Electronic Commerce Information Center at 1-800-352-9333, or via the Internet at http://www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. 2. PROJECT INFORMATION: A-E services are expected to be required for the design of a 100,000 gross square foot hospital addition, alteration of the existing facility (65,000 GSF) to support consolidation of relocated medical services, and a connecting cor ridor/vestibule/atrium at Langley Air Force Base, Virginia. Construction cost is estimated between $25,000,000.00 and $100,000,000.00. Site work shall include parking lot improvements and access road construction/relocation. Project includes demolition of outlying buildings, to include associated hazardous materials abatement. The hospital addition?s construction is anticipated to include a reinforced concrete foundation, structural steel frame, and roof on metal decking. The proposed addition supports relocation of the Primary Care Optimization (PCO) Clinic; Obstetrics/Gynecology (OB/Gyn) Clinic; Central Sterile; Surgery; Obstetrics (OB) Unit; Nursery, Main Surveillance Unit /Alternate Surveillance Unit (MSU/ASU); Patient Support; and Chaplain. The hospital alteration is proposed to support: relocation of the Command Suite, Personnel and Patient Admin, Flight Medicine, Allergy/Immunization, Dermatology, Surgery Clinic, Urology, Orthoped ics/Podiatry, Ear Nose & Throat (ENT)/Audiology, Ophthalmology/Optometry, Public Health, Life Skills, Physical Therapy, Pharmacy, and Surgical Services. Continued operation of the hospital is required during construction, which is planned for FY05. A-E se rvices are expected to be required for field and site investigation, planning topographic surveys and geotechnical report project programming documents, engineering studies, sustainable architectural design, space planning, comprehensive interior design, s chematic design, concept design, feasibility and life cycle cost studies, concept, preliminary (option) and final (option) design including preparation of construction phasing & schedule, plans and specifications, parametric and construction cost estimate s, other engineering services and construction phase services (option), and analyses for design services. The design will be prepared in the English system of measurement due to the extensive alterations to the existing facility. The A-E shall be respons ible for design and drawing preparation using computer-aided design and drafting (CADD) software and delivering the three-dimensional drawings in Autodesk AutoCAD CADD software. All drawings produced for this contract shall be in compliance with the A/E/C CADD Standards as issued by the CADD/GIS Technology Center (http://tsc.wes.army.mil/products/standards/AEC/intro.asp). The Government will only accept the final design products , without conversion or reformatting, in the Autodesk AutoCAD 2002 format (.d wg), usable on the target platform specified herein. The target platform is a Pentium 500 HMz, 128 MB Ram, 10 GB Hard Drive with a Windows 2000 operating system. Drawings produced by scanning drawings of record or containing photographic images shall be delivered in a raster format compatible with AutoCAD electronic digital format. Drawing files shall also be delivered in Computer-aided Acquisition and Logistic Support (CALS) CCITT Group 4 raster format electronic digital format for solicitation purpose s. The specifications will be produced in SPECSINTACT with Standard Generalized Markup Language (SGML) using the Corps of Engineers Military Construction Guide Specifications. Specification files shall also be delivered in Adobe Acrobat Portable Data For mat (.pdf) for solicitation purposes. All disciplines shall formulate and submit the final design analysis product, including all revisions during the design process, at the completion of the design process. Design analysis format shall be Adobe Acroba t Portable Data Format (.pdf). Project will be designed in accordance with: MIL-HDBK-1191 (DoD Medical and Dental Treatment Facilities Design and Construction Criteria), Uniform Federal Accessibility Standards (UFAS)/Americans with Disabilities Act Access ibility Guidelines (ADAAG), DoD Antiterrorism/Force Protection requirements (UFC 4-010-01 and UFC 4-010-10). 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria ?a-e? are primary. Criteria ?f? through ?h? are secondary and will only be used as a ?t ie-breaker? among firms that are essentially technically equal. a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE of the firm, it?s designers and consultants: (1) Demonstrated experience by the prime firm and its consultants in design of new and alteration of existing military, national, and priva te agency medical and support facilities in which the daily medical practice remains operational during construction. (Experience with military medical design is desirable..) (2) Demonstrated experience by the prime firm and its consultants in planning construction phasing to minimize disruption to medical facility operations, staff and patients. (3) The design team must have experience in Antiterrorism design for Federal facilities (Experience with Antiterrorism Design for Department of Defense Buildin gs is preferred.) (4) Demonstrated proficiency in the life safety and fire protection design aspects of medical treatment facilities. (5) Demonstrated proficiency in the use of automated design and estimating systems described in Block 4g, including M-C ACES, CADD, SPECSINTACT, and DrChecks. (6) Experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (7) Experience with the ?SPiRiT? or ?LEED? rating system for energy conservation and sustainability. b. PROFESSIONAL QUALIFICATIONS: (1) The design team must possess registered professionals in the ARCHITECTURE, MECHANICAL, ELECTRICAL, CIVIL, LANDSCAPE ARCHITECTURE, and STRUCTURAL disciplines. (2) Qualified Fire Protection Engineer, The fire protect ion engineer shall be a currently licensed/registered professional fire protection engineer having a minimum of 5 years experience dedicated to fire protection engineering, and documented experience in medical facilities. (3) A qualified INTERIOR DESIGNE R shall be part of the design team. Qualified means a degree in Architecture or Interior Design with demonstrated experience in medical facility space planning, color and finish selection and furnishing selection and specification. (4) An INDUSTRIAL HYGIE NIST, with a current certificate in comprehensive practice from the American Board of Industrial Hygiene (ABIH), is also required and a copy of his/her ABIH certificate must be included in Block 10 of the SF 255. (5) Personnel qualified in Communications , Cost Estimating (certified), mechanical equipment planning, operation and maintenance systems management shall be part of the design team. Qualified means a professional degree in the source desipline with demonstrated experience in medical facility des ign and specifications. The evaluation will consider education, training, registration, overall and relevant experience, and longevity with the firm. (6) Submit a Project Management Plan including team organization and proposed method of carrying out th e work to meet specific project requirements and schedules. c. PAST PERFORMANCE ON DOD AND OTHER CONTRACTS: (1) ACASS evaluations (superior performance evaluations on recently completed projects are advantageous); (2) Letters of evaluation/recognition by other clients; (3) Cost control and estimating perform ance as a percentage deviation between the final estimate and low bid on similar TYPE and SIZE projects; (4) On-time delivery of designs for DOD and similar projects. (5) Scheduled/ actual construction time, incorporating phasing compared to projection o n similar type and size projects. (6) References: Firms are responsible for providing the questionnaire located at www.nao.usace.army.mil/ebs/ctpage.htm to a minimum of three references who are then responsible for submitting the completed questionnaire, e lectronically or via mail, directly to the point of contact provided on this solicitation by the response date and time indicated herein. References must submit only relevant experience and by the response date indicated above. The government assumes no responsibility if your reference does not fill out or provide a timely submittal of the questionnaire. d. CAPACITY TO ACCOMPLISH THE WORK IN THE REQUIRED TIME: Firms must demonstrate the ability of their design team by: providing examples of quality work, present examples of management tools that validate competence with budgetary and schedul ing constraints, and presenting a recent history of compliance with performance schedules. Demonstrate capacity to complete the concept design (35 percent) by Aug 2003 and the final design by Aug 2004. The evaluation will consider the experience of the f irm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. e. KNOWLEDGE OF THE LOCALITY: Project location is Langley Air Force Base, VA. Design team shall be knowledgable of local geologic features, climatic conditions, architectural context, and local laws, regulations, construction methods, and standards. f. GEOGRAPHIC PROXIMITY: Location of the firm in the general geographic area of the Norfolk District, COE is desired, provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of this project. g. SB and SDB PARTICIPATION: Extent of participation of small businesses including small disadvantaged businesses, women-owned, HUBZone, veteran and service disabled veteran small businesses, historically black colleges and universities, and minority ins titutions in the proposed contract team, measured as a percentage of the total estimated effort. h. VOLUME OF DOD CONTRACT AWARDS in the last 12 months with the objective of effecting an equitable distribution of DoD A-E contracts among qualified A-E firms, including minority-owned firms, small business (SB) and small disadvantaged business (SDB) par ticipation and firms that have not had prior DoD contracts, which will only be considered when used as a ?tie-breaker?. Considerations may include: (1) ACASS retrievals; (2) Current workload as listed in Block 9 of the SF 255; and, (3) Equitable dist ribution of work among A-E firms, as stated above. 4. SUBMISSION REQUIREMENTS: All requirements of this announcement must be met for a firm to be considered for selection. Interested firms having capabilities to perform this work are invited to submit a single SF 255 (11/92 edition) for the design team and single copies of current SF 254 (11/92) for the prime firm and all consultants, to the above address not later than 4:30 PM on the response date indicated above. The SF 255 shall not exceed 1 single sided page per resume, in Block 7, a total of 10 projects in Block 8 and use no smaller than 12 pitch type-font. Submittals by facsimile transmission will not be accepted and will be considered nonresponsive. The revised 11/92 edition of the SF255 (NSN 7540-01-152-8074) & SF254 (NSN 7540-01-152-8073) is required. Firms with more than one office - (1) Block 4: this block should reflect the proposed project team , distinguishing, by discipline, between the number of personnel in the office to perform the work and the total number of personnel in the firm; (2) Block 7, provide resumes for all key team members, whether with the prime firm or a subcontractor; list s pecific project experience for key team members, and indicate the team members role on each listed project (project manager, architect, design engineer, etc.) and identify where the team member is located if different from SF 255, Block 3b. Block 7c: each key person's office location; d. Block 7f: registrations must include the year, discipline and state in which registered; e . Block 8b: Include a descriptive project synopsis of major items of work; f. Block 9. Indicate fee in terms of thousands of dollars, not percentage of work completed. Indicate the contract award dates, number, and amount of fees awarded on DoD (Army, N avy, and Air Force) contracts during the 12 months prior to this notice, including change orders and supplemental agreements for the submitting office only. g. Block 10. The selected firm must have computer connectivity (Internet access with 128 bit enc ryption, E-mail and a virus protection software) to download or access the SPECSINTACT specification system; the MCACES cost estimating system, and the DrChecks review management system and communicate with government personnel. (1.) Show accessibility to and familiarity with the Construction Criteria Base (CCB) and the Criteria Bulletin Board System (CBBS). (2.) Show the ability to produce Adobe Acrobat Portable Data (.pdf) format specifications. (3.) Show familiarity with the Corps of Engineers Computer Aided Cost Estimating System (M-CACES). (4.) Show CADD capability with capacity to produce output files in Autodesk AutoCAD 2002 format, including production of Computer-aided Acquisition and Logistic Support(.cal) format files in a Maxview slide show ty pe reader file (.svd) for solicitation purposes. (5) Show ability to produce CD-RW data disks. All tramission of electronic files (specifications, drawings, and design analyses shall be accomplished on CD-RW disks in the formats specified. (6.) Describ e owned or leased equipment that will be used to perform this contract. (7.) Provide an organizational chart including all key elements of the design team demonstrating the firm?s understanding of and ability to execute projects under the contract. (8 .) Describe demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design [FAR 36.602-1(a)(6)]. (9.) Describe Quality Management practices. A project specific design quality contr ol plan must be prepared and approved by the Government as a condition of contract award, but is not required with this submission. Prior to the final selection, firms considered highly qualified to accomplish the work may be interviewed either by teleph one or by formal presentation. 5. CONTINUITY OF EXPERTISE/REQUIREMENT FOR CONSULTANTS: The A-E firm shall utilize experienced, highly qualified design professionals for each of the major design disciplines and for overall coordination of the design. Those design professionals represen ted by A-E firm in the Form SF 255 Proposal Document as those responsible for design, design supervision, project management, or quality assurance shall be retained in that respective capacity throughout the design project. Qualified design consultants sh all be retained by the A-E if in-house expertise is not suitably qualified. This expertise must remain available during the entire course of project design. In the event that substitution for an original consultant(s) or design team member(s) is required , Corps of Engineers Medical Facilities Center of Expertise and the Corps of Engineers, Norfolk District, shall be notified immediately in writing. The A-E shall furnish documentation indicating the experience and qualifications of the consultant(s) or de sign team member(s) proposed to replace the original consultant(s) or design team member(s) for approval by the Contracting Officer; only equally qualified personnel shall be considered. THIS IS NOT A REQUEST FOR PROPOSAL. SOLICITATION PACKAGES WILL NOT BE PROVIDED.
