Description
FAX-IN NEWS CLIPPING SERVICES ? ITC-RFQ-03-0001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation ITC-RFQ-03-0001 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. The U.S. International Trade Commission (USITC) or "Commission" has a requirement for fax-in news clipping services and is seeking potential contractors who possess the capabilities and experience to provide this service. We anticipate awarding a purchase order based on best value offered to the Commission considering the following evaluation criteria considering the following criteria: 1) qualifications and experience, 2) past performance, 3) approach, and 4) price. Sources shall submit (1) a brief summary of capabilities specifically summarizing their qualifications and experience relevant to the services, (2) references from the past or present customers for similar work for the last 3 years, (3) approach, indicating how your company anticipates on providing this service, (4) firm-fixed price or a yearly ceiling price for each year up to 5 years, in accordance with the Statement of Work (SOW). Statement of Work: The Contractor shall be capable of providing clippings of published news and opinion articles related to coverage of the USITC. Clippings of the same day's news from U.S. and Canadian newspapers, periodicals, trade publications, and news wire services shall be delivered by fax to the Office of External Relations, U.S. International Trade Commission, 500 E Street, SW., Room 716, Washington, DC 20436, by 10 a.m. (eastern standard time) each business day, of clippings from U.S. and Canadian newspapers, business periodicals, and trade publications. The Contractor shall make immediate correction of any erroneous submissions, providing the Commission with full credit for unacceptable clippings, or clippings submitted in error, whenever such clippings are returned within 30 days. The Contractor shall provide an expert method for developing key words to identify material to be clipped (see below samples of key words). This process shall involve extensive consultation between the Contractor and the Commission to refine the description of what the Contractor's readers shall look for to provide the Commission with all required published news and opinion articles. The Contractor shall make changes, additions, and deletions of topics and shall tailor the list of newspapers, periodicals, and wire services from which clippings are to be provided, with no more than 24-hour notification from the Commission. The Contractor shall transmit news clippings to the Commission using high quality fax equipment capable of producing the highest quality resolution in CCITT G3 and G2 modes. The Contractor shall furnish all personnel, equipment, vehicles, supplies, and services necessary to perform the requirements of the contract. The Contractor shall provide news clippings from the Contractor's current reading list and shall ensure that the following sources are included in the Contractor's current reading list. USTR\ U.S. Trade Representative The provisions at FAR 52.212-1, Instructions to Offeros-Commercial Item, apply to this acquisition, as well as the provision at 52.212-2, Evaluation?Commercial Items. The Government will award an order that represents the best overall value to the Government. Past performance will be evaluated to ensure satisfactory business practices and timely performance. For evaluating purposes, price is considered most important, followed by technical capabilities and past performance. Offerors shall include a complete copy of the provisions at 52.212.3, Offeror Representations and Certifications?Commercial Items, unit and extended price for all requested items and prompt payment terms with their quotations. The clauses at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition with no addenda. FAR 52.213-5, Contract Terms and Conditions Required to Implement Statute or Executive Orders-Commercial Items and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation. Specifically, the following cited clauses are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; and FAR 52.222-41, Service Contract Act of 1965. The Contracting Officer will furnish full text for the above-listed clauses upon request.
