- Description
- This acquisition is for a time-and-materials contract for professional information technology consulting services to develop an enterprise-wide solution that will determine the optimum balance betwee= n regular desktop computers (thick clients) and Windows terminals (thin clients). This procurement is 100% set-aside for competition between organizations owned or controlled by Native Americans under authority o= f the Buy Indian Act, 25 U.S.C. 47 (6-25-1910). The North American Indust= rial Classification System (NAICS) number applicable to this requirement is 541512, Computer Systems Design Services. The Bureau of Indian Affairs (BIA) intends to award one contract using Federal Acquisition Regulatio= n (FAR) Part 13 simplified acquisition procedures as amended through Fede= ral Acquisition Circular 09 (09/30/02). A contract will be awarded to the responsible Native American organization whose quotation is responsive = to the solicitation and offers the best value to the Government, price and= other factors considered. The contract will be awarded for a performanc= e period of one hundred sixty days. The Government's requirement includes= four major tasks. First, identify and document all BIA sites to include= number of users, and availability of dedicated IT support, details of network telecommunications infrastructure, supported applications and details on topology of site layouts. Second, develop a technical and economic analysis for the deployment of workstation solutions at each s= ite (thick, thin, or other). Third, identify BIA sites that are at risk in = the areas of network resources, telecommunication infrastructure or IT supp= ort personnel availability. Fourth, develop alternatives for implementing a= thin client, thick client or other solution based on organizational characteristics and requirments consistent with the findings of tasks o= ne through three. This project will require travel to Reston, VA and Albuquerque, NM as well as the 12 regional offices and a number of the agencies located throughout the United States. Contractor's employees a= nd sub-contractors will be required to attain favorable adjudication for a= mandatory security background investigation prior to commencing work on= this project. Quotations will be evaluated on the following factors: 1)= Past experience in performing IT consulting projects similar in scale a= nd complexity to this one 2) Technical and Project Management approach. 3)= Experience of Key Personnel dedicated to this project. 4) Viability of contractor organization and resources to carry out the work program outlined in the statement of work. 5) Past performance within the prece= ding three years. Factors 1 through 5 are equal to each other in importance.= Price will be considered when the quoters are judged as offering technically equivalent capabilities or if a price is so high as to dimi= nish the value of an otherwise technically superior quotation. Quoters shall= submit completed quotation packages in paper format. This may be done v= ia fax, by mail, delivery service or via hand delivery to the contracting officer's attention at the address above. The Bureau does not have the ability to accept responses via electronic commerce or e-mail at the present time. The Government reserves the right to reject any or all quotations at any time prior to award; to award to other than the quote= r submitting the lowest total price; to limit the number of quotations in= the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotations and to award to the quoter submitting the quotation determined by the contracting officer t= o be most advantageous to the Government. Quoters are advised that an award = may be made without discussions or any contact concerning quotations receiv= ed. Therefore, quotations should be submitted that initially offer the most= favorable terms. Quoters should not assume that they will be contacted = or afforded the opportunity to qualify, discuss or revise their quotations= . Costs associated with responding to the solicitation will not be compensated. The solicitation will be available in Microsoft Word 2000 = for Windows file format recorded to a CD-ROM. Amendments will be faxed automatically to organizations requesting the solicitation. The solicitation is scheduled for release on or about November 15, 2002. Interested and qualified Native American organizations may request a co= py of the solicitation on their letterhead addressed to the attention of t= he contracting officer. This request may be delivered by mail, delivery service, fax or by hand to the contracting office indicated above. The CD-ROM containing the solicitation will be shipped via FEDEX therefore = you must indicate a physical delivery address not a post office box. Reques= ts for additional information shall also be in written form to the attenti= on of the contracting officer. Prospective contractors are advised that documents mailed via the U.S. Post Office to Government addresses are subject to delay due to irradiation requirements and it is therefore recommended that time-sensitive documents be sent by one of the other methods authorized. The BIA is not able to send or receive e-mail outsi= de the Bureau at the present time.
