- THE NATIONAL PARK SERVICE (NPS), COLUMBIA CASCADES SUPPORT OFFICE (CCSO), 909 FIRST AVENUE , SEATTLE, WASHINGTON 98104-1060, IS SEEKING A QUALIFIED FIRM FOR THE DESIGN, DEVELOPMENT AND FABRICATION AND INSTALLATION OF MUSEUM EXHIBITS TO INTERPRET THE PALEOENVIRONMENTS THAT HAVE BEEN DEFINED AS COMPRISING JOHN DAY FOSSIL BEDS NATIONAL MONUMENT'S PRIMARY PALEO-ASSEMBLAGES. THE DEVELOPMENT AND FABRICATION OF THESE MUSEUM EXHIBITS REQUIRES THE SKILLS OF NATURAL HISTORY DEVELOPERS, ROCK AND/OR FOSSIL MATRIX RECREATORS, MURALISTS, MODEL MAKERS, EXHIBIT CASE FABRICATORS, AND ARTIFACT MOUNTING SPECIALISTS. THIS EFFORT WILL INCLUDE DEVELOPMENT OF COMPLEX GRAPHICS, OVER FIVE HUNDRED SPECIALIZED PALEONTOLOGICAL DISPLAY MOUNTS, FORMULATION AND SCIENTIFIC CONSULTATION ON EIGHT DETAILED PALEOECOLOGICAL MURALS. CONSTRUCTION OF ACCURATE MULTISENSORY BIOMES, AND ACCURATE STRATIGRAPHIC EXHIBITS PLACE THIS PROJECT IN A UNIQUE CATEGORY. THIS PROJECT REQUIRES A CONTRACTOR WHO IS ABLE TO PLAN, DESIGN, AND MANAGE THE PRODUCTION OF VISUAL AND AUDIO COMMUNICATION IN ORDER TO CONVEY SPECIFIC CONCEPTS OR MESSAGES OF THE EXHIBITS. THE CONTRACTOR MUST BE ABLE TO GENERATE DRAWINGS AND ILLUSTRATIONS (MURALS) REQUIRING TECHNICAL ACCURACY AND INTERPRETIVE SKILLS. THE EXHIBITS WILL BE DISPLAYED IN THE PALEONTOLOGY CENTER WHICH IS EXPECTED TO BE 11,000 SQUARE FEET IN SIZE, WITH FIFTY PERCENT DEDICATED TO RESEARCH, FOSSIL PREPARATION, STORAGE, AND CURATION, AND FIFTY PERCENT DEVOTED TO INTERPRETATION AND EDUCATION. THE SELECTED CONTRACTOR MUST ACCURATELY DEPICT THE EIGHT ANCIENT BIOMES SELECTED FOR INTERPRETATION (5-50 MILLION YEARS BEFORE PRESENT (BP). THERE ARE NO COMPLETE EXAMPLES OF THESE BIOMES IN ANY KNOWN PRINTED REFERENCE SOURCE, CONSEQUENTLY, RECONSTRUCTION WILL BE EFFECTED STRICTLY FROM IMPIRICAL EVIDENCE CONTAINED IN THE FOSSIL RECORD AND VERIFIABLE PALEONTOLOGICAL HYPOTHESES. THE SELECTED CONTRACTOR WILL BE RESPONSIBLE FOR PROVIDING ARTISTS AND TECHNICAL EXPERTISE TO VISUALLY AND AUDIBLY DEPICT THESE ECOSYSTEMS IN A MUSEUM SETTING. IN ADDITION, THE SELECTED CONTRACTOR MUST POSSESS THE ABILITY TO SUPERVISE THE CONSTRUCTION OF COMPARATIVE ANATOMICAL MODELS OF EXTINCT ORGANISMS, A HIGHLY SPECIALIZED PROFICIENCY. DETAILED, RESEARCH-GRADE CASTING AND MOUNTING OF FOSSIL MATERIALS DEMANDS COMPLIANCE WITH PALEONTOLOGICAL MUSEUM COMPONENTS OF THE AMERICAN ASSOCIATION OF MUSEUMS (AAM). THE NATIONAL PARK SERVICE WILL PROVIDE PALEONTOLOGICAL SPECIMENS AND CASTS FOR EXHIBITS IN THE PALEONTOLOGY CENTER. NPS WILL ALSO FURNISH GENERAL CONTENT MATERIAL (GENERAL TEXT, ROUGH GRAPHIC CONCEPTS, SCIENTIFIC DRAWINGS) FOR EXHIBIT PANELS IN THE PALEONTOLOGY CENTER. THE CONTRACTOR WILL FABRICATE THE EXHIBIT AND FINAL ART FROM THESE ITEMS. THE NPS WILL PROVIDE SITE CONSULTATION FOR ROCKWORK, FOSSIL PLACEMENT, SECURITY AND MOUNTING. THIS SOLICITATION IS BEING ADVERTISED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. THE SOLICITATION WILL BE ISSUED ELECTRONICALLY ON THE DEPARTMENT OF THE INTERIOR'S NATIONAL BUSINESS CENTER (NBC) WEBSITE AT http://ideasec.nbc.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. PROSPECTIVE OFFERORS DESIRING TO CONDUCT BUSINESS WITH DOI ARE REQUESTED TO REGISTER AT THE NATIONAL BUSINESS CENTER WEBSITE. OFFERORS WISHING TO RECEIVE ELECTRONIC NOTIFICATION OF CHANGES WILL NEED TO REGISTER TO RECEIVE NOTIFICATION OF THIS SPECIFIC SOLICITATION AT THE NATIONAL BUSINESS CENTER WEBSITE.
