- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation shall not be issued. Solicitation SA1301-03-RQ-0004 is issued as a request for quotation. The United States Department of Commerce has a requirement for a contractor to provide graphic and publication support. The Government intends to make one (1) Firm Fixed Price (FFP) contract award resulting from this solicitation to the offeror whose offer conforming to the solicitation will provide the best value to the Government. This acquisition is set-aside 100% for small businesses. The NAICS code is 541430. The contemplated award will be from date of award until March 31, 2003. The contractor shall provide services in accordance with the attached statement of work. The Statement of Work will be posted no later than close of November 8, 2002. All offerors shall quote the total price for this job. Travel costs will not be reimbursed. The offeror will be evaluated against the following: 1) Past Performance. The contractor shall provide, at a minimum, three (3) references for past performance for performance relevant to that in the Statement of Work within the last three years. Offerors shall include in the response the contract number, services provided, contract amount, contact name and phone number. The Offeror shall also include the firms corporate/key personnel experience. 2) Price. 3) Technical proposal/understanding of the requirement. All proposals shall contain a clear and concise presentation of the offerors technical approach to be employed for meeting the objectives of the project to facilitate the successful performance and completion of all tasks specified in the SOW. The proposal should address such elements as resource utilization, adherence to delivery schedules and should demonstrate evidence of the offerors ability to supply the technical expertise to manage this project and any problems within the project. The Government reserves the right to award a contract to other than the highest ranked technical proposals if, in its judgement, the potential cost savings offset a minor difference in technical scores. The following FAR clauses apply to this acquisition: 52.211-11, Liquidated Damages - Supplies, Services, or Research and Development, 52.212-1, Instructions to Offeror's - Commercial Items; 52.212-2, Evaluation of Commercial Items; 52.212-3, Offeror Representations and Certifications - Commercial Items (all offerors must download this provision from www.arnet.gov, complete and include with their submission); 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items; 52.217-8, Option to Extend Services; 52.232-18, Availability of Funds.
