- Description
- The Drug Enforcement Administration (DEA) is seeking sources to assist in conducting an independent compliance audit (presumed at this time to be performed using WebTrust SAS 70-Type II criteria) of its electronic commerce Public Key Infrastructure (PKI). An independent compliance audit of the DEA E-Commerce systems is needed to ensure CSOS and EPCS Policy Compliance and Federal Bridge Certification Authority (FBCA) Interoperability. DEA is building a Certification Authority (CA) and modifying its regulations to permit the use of PKI-based digital signature to bring the advantages of Electronic Government and Electronic Commerce to the regulatory process. This process will allow controlled substance orders and prescriptions to be electronically transmitted using digital signature technology in lieu of paper processing and written signatures. This technology will be used in the Controlled Substance Ordering System (CSOS) and Electronics Prescriptions for Controlled Substances (EPCS) Certification Authority. The CSOS provides manufacturers, distributors, wholesalers, and retailers of controlled substances the option to digitally sign and transmit orders between trading partners, while EPCS provides for the electronic transmission of controlled substance prescriptions from practitioner to pharmacy. DEA has a requirement for specialized consulting /auditing services which will enable the agency to have a fully accredited Public Key Infrastructure (PKI) solution. The prospective firm must be qualified to perform an American Institute of Certified Public Accountants (AICPA) audit and must be thoroughly familiar with requirements imposed on the issuance and management of digital certificates. The prospective firm must also perform such compliance audits as a primary responsibility. Interested sources should submit technical capabilities statements to Cynthia Miller, Contract Specialist that demonstrate their capabilities to provide the support being sought. The statement should not contain unnecessarily elaborate detail. The Technical Capabilities should be no more than 5-10 pages in length.
