Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 0005 TO THE RFP FOR LABORATORY FACILITY DESIGN - SPACE SCIENCE BUILDING SUPPLEMENTED WITH ADDITIONAL INFORMATION CONTAINED IN THIS NOTICE. This notice serves as the official amendment to the subject synopsis and a written amendment will not be issued. The purpose of this amendment is to answer the following questions. 1. QUESTION: Are any photographs available? RESPONSE: No photographs are available. 2. QUESTION: Must a percentage of the contract effort (fee) be performed locally (Washington, DC Metropolitan area)? RESPONSE: There is no requirement for any percentage of the effort to be performed locally. 3. QUESTION: Are there citizenship requirements for consultants working on site? RESPONSE: All consultant personnel working on the site must be a US Citizen or possess a green card and comply with GSFC security requirements. 4. QUESTION: Can you elaborate on the building program? For example, the number and square footage of the laboratories, what sort of testing will the labs accommodate, will there be wet labs, will the labs be testing hyper-sensitive materials? RESPONSE: No. Refer to the original synopsis for the general types of spaces included in the building. 5. QUESTION: Will there be specific equipment requirements that require specialized structures or environments? RESPONSE: No. 6. QUESTION: Will the building accommodate support areas such as staff lounge, cafeteria? RESPONSE: No. 7. QUESTION: Will the building include amenities such as Food Service, Library and Fitness Center? RESPONSE: The proposed building will accommodate some amenities. 8. QUESTION: Can you elaborate on the proposed building site or the neighboring structures adjacent to the site? RESPONSE: The proposed building site has not been finalized. 9. QUESTION: Which scientific disciplines will be included in the building? RESPONSE: Astrophysics, chemistry and engineering. 10. QUESTION: Does NASA have preferred consultants for MEP (Mechanical/Electrical/Plumbing) Engineering? RESPONSE: No. 11. QUESTION: Is there a pre-determined schedule for design and construction? RESPONSE: No. 12. QUESTION: Will the building be constructed in phases, and will it be designed for expansion? RESPONSE: No decisions concerning the construction of the building has been finalized. 13. QUESTION: Is funding for this project approved. RESPONSE: Yes, funding for the project design phase is approved. 14. QUESTION: Who developed the Master Plan? RESPONSE: Parson's, NASA employees, and the Smith Group (formerly KCF-SHG and KCF), each had roles in developing the Facilities Master Plan for the Greenbelt Campus. 15. QUESTION: Are they prohibited from participating in this solicitation? RESPONSE: Yes. 16. QUESTION: Has there been a pre-PER or study done for this facility? If so, can we get a copy? If not, are there any conceptual layouts? List of laboratories and their functions? RESPONSE: No pre-PER study has been accomplished for this facility. No conceptual layouts or list of laboratories are available. 17. QUESTION: Is there any specific information regarding the chemistry labs? e.g., is blast protection required? RESPONSE: No specific information regarding the chemistry labs is available. 18. QUESTION: Will there be any experiments generating radiation? RESPONSE: Unknown. 19. QUESTION: What level of classification is required for the cleanrooms? RESPONSE: Cleanrooms will be Class 100,000 and Class 10,000. 20. QUESTION: Will the AE be responsible for FF&E, i.e., for design, installation, and procurement? RESPONSE: The A&E may be responsible for FF&E design. Installation and procurement will be by others. 21. QUESTION: Has construction been funded? RESPONSE: No. 22. QUESTION: Does GSFC have a list of pre-approved SBE's? RESPONSE: No. 23. The closing date for inquires are, close of business October 31, 2002. No questions will be accepted after that date. 24. The due date for receipt of offers is not extended.
