- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is Q3QACCA0004 and is issued as a request for quotation (RFQ). This synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09. This requirement is being solicited on an unrestricted basis. The NAICS code is 561990 and the small business size standard is $6 million. The contract may be issued for one base year and three option years. This requirement is for a Contractor to provide income and employment verification services on tenants participating in the Department of Housing and Urban Development's (HUD) rental housing assistance programs. STATEMENT OF WORK: The Contractor shall provide at a minimum (1) tenant's salary (per year, or at other wage rates); (2) the tenant's employer's name and/or the employer's Federal Employer's Identification Number (FEIN), (3) dates of employment; and (4) tenant's current year-to-date earnings. The data shall not be more than approximately six (6) months old. All data shall be submitted to HUD within 48 hours of receipt of a request, or within the shortest timeframe that conforms to the current commercial practice. The Contractor's system must be able to process batched requests. HUD expects to be able to develop an Up-front Income Verification (UIV) system to accommodate the information technology of the Contractor's data communication system in order for information to be transferred through a secured Internet-enabled system directly to HUD's system; however, until then HUD has established a minimum standard for data exchange. The batched data shall be exchanged in an ASCII file format. Batched data shall be transported via the Internet, using the File Transfer Protocol (FTP) between HUD and the Contractor. REPORTING: The contractor shall submit, by the 1st of each month, an electronic copy and a hard copy of the monthly report to the Government Technical Representative and Government Technical Monitor (GTR/GTM). Each report shall include the following: 1) the number of records transmitted for the previous month; 2) the Social Security Number (SSN) associated with each record; and 3) an identification of the batch in which the record was sent to HUD, and 4) the date and time of transmission of each record or batch. PRIVACY, CONFIDENTIALITY AND SECURITY STANDARDS: HUD is required to protect the income information it obtains in accordance with the Privacy Act of 1974, 5 U.S.C. 552a. HUD may disclose information (other than tax return information) for certain routine uses, such as to other government agencies for law enforcement purposes, to Federal agencies for employment suitability purposes and to Public Housing Agencies (PHAs) for the purpose of determining rental housing assistance. PHAs are also required to protect the income information that they obtain in accordance with any applicable State privacy law. HUD and employees of PHAs may be subject to penalties for unauthorized disclosures or improper uses of the income information that is obtained based on the Form HUD-9886 (Authorization for the Release of Information/Privacy Act Notice). FAR Provision at 52.212-1, Instruction to Offerors Commercial applies to this acquisition and is hereby incorporated by reference. FAR Clause 52.212-2 Evaluation-Commercial Items applies and is incorporated by reference. The Government intends to make a single award to the offeror offering the best value to the Government, technical capability, past performance and price considered. A copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items must be included with offers. FAR Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The following addendum is made to FAR Clause 52.212-4: (g) Invoice - added is the condition that invoices shall be submitted monthly based on the actual number of records submitted to HUD during the previous month. FAR Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition. FAR Clause 52.232-19 Availability of Funds for the Next Fiscal Year applies to this acquisition. SUBMISSION OF QUOTATION: Interested parties may submit a quote which must include the following technical information: the sources from which the data items are derived before being accumulated into the Contractor's database and the reliability of the sources identified (including back-up systems); the technical procedures relevant to transmitting and receiving data; the privacy and security safeguards to protect the privacy and confidentiality of data; procedures, methods, or tools employed to monitor the accuracy of data received by and held in the database; detailed description of the back-up systems to ensure continued availability of data in the event of failures in the vendor's primary communication system; and assurances, if any, of plans for on-going or periodic risk assessment to determine the risk of threats to the security of the data systems, and threats to the integrity of data contained in those systems. The following past performance information is required: Information shall be for work completed within the last three (3) years for three (3) separate contracts that demonstrate past performance that is relevant to this requirement. The quote shall include information for each of the three (3) contracts as follows: Period of performance, dollar value, description of the work performed, point of contact, telephone number, facsimile number, and e-mail address.
