Description
NASA/GSFC plans to issue a Request for Proposal (RFP) for services to solicit, receive, coordinate evaluation of, and recommend for contract award, proposals for the NASA Institute for Advanced Concepts (NIAC). The purpose of the Institute is to provide an independent, open forum for the analysis and definition of space and aeronautics advanced concepts to compliment the advanced concepts activities conducted within the NASA Enterprises. NASA/GSFC intends to contract for these services by extension of an existing contract with Universities Space Research Association (USRA) under 10 U.S.C. 2304(c)(1)"Only One Responsible Source", a statutory authority for other than full and open competition. The purpose of the extension is to sustain the services during the interim period (Feb/Mar'03 with one-month options through Jul/Aug'03) until award of a follow-on contract. A competitive procurement for these services is in the planning stage. A draft RFP is expected to be issued in the near future. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the services, for ONLY the interim period cited above, in writing to the identified point of contact not later than 4:30 p.m. local time on 11/29/02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. AS NOTED ABOVE, THIS EFFORT IS ONLY FOR THE INTERIM PERIOD BETWEEN THE END OF THE CURRENT CONTRACT FOR THESE SERVICES AND AWARD OF A FOLLOW-ON CONTRACT FOR WHICH A COMPETITIVE PROCUREMENT IS NOW BEING PLANNED. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
